Evaluation is in two phases. Phase 1: SCM compliance — verification that all required documentation is complete and correct. Phase 2: Price and specific goals under the 80/20 preference point system. Price carries 80 points and specific goals 20 points, totalling 100. The award goes to the supplier scoring the highest points, subject to the Preferential Procurement Policy Framework Act. Specific goals include promotion of black-owned enterprises (up to 8 points), women-owned (up to 6 points), youth-owned (2 points), SMMEs (2 points), local/rural enterprises or cooperatives (2 points), and people with disabilities (2 points). Points are claimed on SBD 6.1; failure to submit proof means no points are claimed.

The National Heritage Council requires handcrafted heritage-themed beaded key rings for the 13th Annual Golden Shield Heritage Awards (GOSHA) held in Mbombela, Mpumalanga, in September 2026. The supplier must manufacture, package, and deliver the items to the designated venue before the event. Deliverables: 400 handcrafted beaded key rings displaying the word 'GOSHA', with a quality metal keyring attachment, durable and professionally finished; 400 'Thank you for attending the 13th annual Golden Shield Heritage Awards' tags printed with the GOSHA and NHC logo, tied onto the box with a gold ribbon; 400 gift boxes (Kraft Small, 80 x 63 x 25 mm) assembled with the tags, ready for table placement. Quality requirements: consistency, neat finishing, no defects, colourfast materials, durable construction, and authentic South African craftsmanship. Defective or damaged products must be replaced at no additional cost. All intellectual property in the design and deliverables vests in the NHC; the supplier must provide a digitised version of the final product, all open/editable files, and written confirmation that no third-party rights are infringed.

Goods or services are supplied only upon receipt of an official purchase order or signed SLA. The NHC may award to multiple suppliers if in the project's best interest, indicating items on the purchase order. The NHC may conduct due diligence and benchmark prices. The General Conditions of Contract (GCC) form part of the RFQ and may not be amended. The successful supplier must sign an award letter and SBD 7.3 contract for income-generating contracts. Non-compliance with the Supplier Code of Conduct may result in immediate contract termination, disqualification from future NHC opportunities, blacklisting, reporting to authorities, or civil/criminal proceedings.
