Format: one USB stick in a clearly marked envelope showing the bidder's details and bid reference number. The USB must contain three folders:

• Folder A — Stage 1: Administrative Requirements
• Folder B — Stage 2 Phase A: Mandatory Requirements, and Stage 2 Phase B: Functionality Evaluation
• Folder C — Stage 3: Price and Specific Goals

Bids must be submitted on the official forms provided (not re-typed). Bids are valid for 90 days from the closing date. No sub-contracting is permitted. Bidders must submit a separate bid for each cluster and clearly indicate the cluster(s) they are bidding for; bids must cover the entire cluster, not individual qualifications within it.

Returnable forms and documents (all must be completed, signed and submitted):

• SBD 1 (Invitation to Bid): bidder and tender details, signed as the offer cover page.
• SBD 4 (Bidder's Disclosure): declares whether any director, shareholder or controlling person is employed by the state or connected to the procuring institution; false disclosure disqualifies the bid.
• SBD 6.1 (Preference Points Claim): claims points for specific goals under the PPPFA.
• General Conditions of Contract (GCC): initialled or signed in full.
• SARS Tax Compliance Status (TCS) PIN, or CSD number if no PIN is available.
• Annexure A: fully completed, with QDF or SME letter attached.
• B-BBEE certificate (SANAS-accredited or CIPC) or sworn affidavit for EMEs/QSEs.
• Reference letters on company letterhead for functionality scoring.
• Signed QCTO cover pages of qualifications developed by named SMEs.
• Completed pricing schedule per cluster applied for.

Disqualification risks: late, incomplete or unsigned bids; failure to submit any mandatory document; failure to meet the 70-point functionality threshold; bids that do not cover the full cluster applied for.

Evaluation is conducted in four stages.

Stage 1 — Administrative Compliance (Folder A): submission of fully completed and signed SBD 1, SBD 4 and SBD 6.1, completed GCC, and a valid SARS TCS PIN or CSD number. Non-compliance leads to disqualification.

Stage 2 Phase A — Mandatory Requirements (Folder B): fully completed Annexure A plus a QDF or SME letter. Failure to submit either leads to disqualification.

Stage 2 Phase B — Functionality (Folder B): scored out of 100. Minimum qualifying score is 70 points; bids below this are disqualified. Criteria:

• Business Experience — 40 points: reference letters for occupational qualifications, part-qualifications, skills programmes or RPL Mechanism development (up to 20 points) and combined years of experience demonstrated by those references (up to 20 points).
• Business Capacity — 60 points: Subject Matter Expert / QDF availability per cluster applied for (up to 40 points) and number of occupational qualifications, part-qualifications or skills programmes developed by the named SMEs, evidenced by signed QCTO cover pages (up to 20 points).

Stage 3 — Price and Specific Goals (Folder C): 80/20 preference point system. Price is scored out of 80; specific goals out of 20. Specific goals cover Black ownership (15 points across 100% Black-owned, ≥51% Black-owned, 100% Black women-owned, ≥51% Black women-owned, ≥51% youth-owned, ≥51% owned by persons with disabilities) and Economic Reconstruction and Recovery Programmes (5 points across SMME/QSE/EME status, business located in the province where services are required, and business located in South Africa). Supporting documents (B-BBEE certificate or sworn affidavit, ID copies, municipal account, CIPC/Department of Social Development registration) must accompany the claim; no points are awarded without proof.

The SETA does not bind itself to appoint the highest-scoring bidder and reserves the right to negotiate price, cancel the bid, or impose a penalty for non-completion under the SLA.

Scope: review of ten occupational qualifications grouped into four cluster focus areas. Bidders must submit a separate bid per cluster and cover the entire cluster.

Cluster A — Education (4 qualifications): Adult Literacy Teacher (NQF 5, SAQA 101709, 198 credits); School Principal (NQF 6, SAQA 101258, 285 credits); Early Childhood Development Practitioner (NQF 4, SAQA 97542, 131 credits); Career Development Information Officer (NQF 5, SAQA 96372, 122 credits).

Cluster B — Training (3 qualifications): Training and Development Practitioner (NQF 5, SAQA 101321, 190 credits); Learning and Development Advisor (NQF 7, SAQA 118774, 195 credits); Occupational Trainer (NQF 4, SAQA 97154, 124 credits).

Cluster C — Development (2 qualifications): Community Development Practitioner (NQF 5, SAQA 97691, 212 credits); Community Development Worker (NQF 4, SAQA 97708, 150 credits).

Cluster D — Library (1 qualification): Library Assistant (NQF 5, SAQA 94598, 127 credits).

All listed qualifications expire on 30 December 2025.

Deliverables per qualification:

• Participation in qualifications scoping meetings.
• Review of curriculum, assessment specification and qualification documents, plus any Qualification Assessment Specification (QAS) Addendum.
• Development of a Recognition of Prior Learning (RPL) Mechanism with guidelines, tools and instruments.
• QCTO compliance project closure reports covering Scoping, Profiling, Curriculum, Qualification Document, Final Verification and Checklist for Evaluation.

Final submission package: Curriculum Document, Qualification Document, Qualification Assessment Specification Document, QAS Addenda, and the RPL Mechanism, all on QCTO-approved templates.

Service provider profile requirements:

• Relevant experience in developing occupational qualifications, part-qualifications or skills programmes, including successful QAS Addendum development where applicable.
• Training by the Quality Council for Trades and Occupations (QCTO) on developing an occupational qualification or skills programme.
• Capacity to work online or meet physically in Gauteng Province as required.
• Availability to engage with Community of Expect Practitioners (CEPs).
• Expertise to develop or review an occupational qualification with a QAS Addendum.
• Working knowledge of QCTO requirements.

Project duration: six (6) months from signing of the service level agreement.

Pricing format: completed per cluster focus area applied for, on the costing model provided (which must not be modified or re-ordered). All amounts in South African Rand (ZAR), inclusive of VAT where the bidder is VAT-registered. Project milestones with costing must be listed on the pricing schedule.

Line items per cluster: review and submission of occupational profile, curriculum/qualification/assessment specification documents, QAS Addenda, and QCTO compliance project closure reports per qualification; plus development and submission of the RPL Mechanism with guidelines, tools and instruments per qualification.

No performance security, advance payment, or financial capacity threshold is stated in the tender pack. Bids are valid for 90 days; the SETA reserves the right to negotiate price and to impose a penalty if the programme is not completed per the SLA.

• Registration on the Central Supplier Database (CSD); CSD number required where no SARS TCS PIN is available.
• Valid SARS Tax Compliance Status (TCS) PIN, or printed TCS certificate. In consortia/JVs/sub-contractor arrangements each party must submit a separate TCS PIN/CSD number.
• B-BBEE certificate from a SANAS-accredited verification agency, a CIPC-issued B-BBEE certificate, or a signed sworn affidavit (EME/QSE). Joint ventures must submit a consolidated B-BBEE verification certificate prepared for this bid only.
• Completion and signature of SBD 1, SBD 4 and SBD 6.1, plus the General Conditions of Contract.
• Proof of authority to sign (e.g. company resolution).
• No director, shareholder, member or controlling person may be in service of the state.
• No sub-contracting permitted.
• Bid validity: 90 days.
• Mandatory: fully completed Annexure A with attached QDF or SME letter.
• Functionality evidence: reference letters on company letterhead (signed and dated) naming the project, nature of service, dates and duration; signed QCTO cover pages of qualifications developed by the named SMEs, co-signed by the Quality Partner representative.
• Deregistered or blacklisted companies, and directors/owners/individuals linked to such companies, will not be considered.

• Business Capacity (60): SME/QDF availability per cluster applied for (up to 40) and number of occupational qualifications, part-qualifications or skills programmes developed by the named SMEs, evidenced by signed QCTO cover pages co-signed by the Quality Partner representative (up to 20). Unsigned cover pages are disregarded.

Stage 3 — Price and Specific Goals (Folder C): 80/20 system. Price scored out of 80; specific goals out of 20.
