The western cape department of social development requires a service provider to render 24-hour home-based care at the sivuyile residential facility at stikland hospital for 110 residents with severe and profound intellectual and physical disabilities, over a five-year period. The provider must supply 24 day-shift and 16 night-shift carers per 12-hour shift, seven days a week including weekends and public holidays, with seta-accredited qualifications, english/afrikaans/xhosa language coverage across the team, and full statutory clearances for every deployed carer. Pricing is quoted vat-inclusive on wcbd 3.2, Remains firm for the first 12 months, and at least 15% of the original bid price is never subject to escalation. The decisive hurdle is attendance: both the site inspection on 12 november 2026 and the online briefing on 13 november 2026 are compulsory, and missing either renders the bid non-responsive.
Closing and submission: bids close on 30 November 2026 at 11:00 and must be hand delivered or couriered to the bid box, Ground Floor, 14 Queen Victoria Street, Union House, Cape Town 8001; late bids are rejected. Queries go to [email protected] by 16 November 2026, with answers published on the e-Tender portal by 23 November 2026.
Compulsory site inspection: Thursday 12 November 2026 at 10:00 at Sivuyile Residential Facility, Stikland Hospital, Stikland. An attendance certificate is issued afterwards and must be submitted with the bid; late arrivals may be refused a certificate.
Compulsory online briefing: Friday 13 November 2026 at 10:00 via https://tinyurl.com/SD03-2026-2027. Bidders must register and attend; non-attendance makes the offer non-responsive.
Minimum experience: at least two years' relevant home-based or frail care for intellectually or physically disabled children or adults, supported by verifiable references. Annexure A must be completed in full on all mandatory fields — missing references or an incomplete Annexure A disqualifies the bid.
Mandatory returnables: WCBD 1, WCBD 3.2 Pricing Schedule, WCBD 3.2 Detailed Cost Breakdown, Price Adjustment Schedule, WCBD 4, WCBD 6.1 (only if claiming preference points, and a joint venture must submit a certificate in the joint venture's name), signed Bid Specifications and Special Conditions of Contract, Annexure A, and a valid COIDA letter of Good Standing. CSD registration is required at closing time; no B-BBEE level threshold is set.
Pricing and escalation: quote VAT-inclusive on WCBD 3.2 for 24 day-shift and 16 night-shift carers per 12-hour shift, priced monthly over 60 months. Prices are firm for the first 12 months, at least 15% of the original bid price stays non-escalating, and adjustment factors must total 100% against CPI PO 141 Table E (May 2026 = 106.7).
Staff suitability and insurance: every carer needs a SETA-accredited home-based care qualification, two official languages per carer with English, Afrikaans and Xhosa covered across the team, Hepatitis B injection proof, Form 29 submission and police clearance at commencement and annually, and no listing in Part B of the National Child Protection Register. The successful bidder must carry public liability insurance at its own cost.
