Submission method: two-envelope system. Envelope 1 (Technical Proposal) must contain the original technical proposal plus a single PDF soft copy on USB; no financial information may be included. Service provider must: respond timeously to Call-Off Requests; attend site inspections when required; mobilise resources within stipulated periods; not collude with other providers; use local labour where possible; perform duties competently and professionally; use own transport, tools and equipment; allocate knowledgeable and qualified resources (guarding/escorts); deliver resources within SLA turnaround times — normal hours: average 2-4 hours from request to dispatch; weekends/public holidays: average 4-6 hours; after hours: average 2-4 hours.
