Abaqulusi local municipality requires the supply and delivery of sewerage water pump spares and instruments as stock items over a 36-month period, delivered to vryheid as and when required. The scope covers a multistage pump, 45 kw and 55 kw weg motors, etanorm and other pump assemblies, and hanna ph, chlorine, turbidity, ammonia and dissolved-oxygen instruments, priced on a firm basis with year 2 and year 3 escalation percentages stated. Bids close on 19 november 2026 at 12:00 and are scored 80/20 on price and specific goals after a functionality assessment of company experience, sabs approval and bank rating. The most consequential consideration is that the r2 000 non-refundable bid fee (or r1 500 for self-printed documents) must be paid and proved, and that every listed attachment — csd report, tax compliance, b-bbee certificate or sworn affidavit, sabs certificate and bank rating — must be in the envelope, because omissions disqualify.
Closing and submission: 19 November 2026 at 12:00. Sealed envelope marked with the tender description and number 8/2/1/656, hand-delivered to the tender box, Ground Floor, Abaqulusi Local Municipality, corner of High and Mark Street, Vryheid 3100. Late bids are rejected.
Bid fee: R2 000.00 non-refundable payable to Abaqulusi Municipality, or R1 500.00 administration cost where the bidder self-prints from the e-tender portal (documents available from 15 October 2026). Proof of payment must be attached and produced at collection and submission.
Evaluation: 80/20 preference system — 80 points for price and 20 points for specific goals (10 for previously disadvantaged individuals, 10 for empowerment of local-based service providers). Functionality is scored out of 100 before price: company experience 20 points (4–5 appointment letters or orders score the full 20; 2–3 score 10; 0–1 score 5), SABS Approved Certificate 20 points, and bank rating A = 20, B = 15, C = 10.
Mandatory attachments: detailed CSD registration report (needed to claim specific goals), SARS Tax Compliance Status PIN or original valid Tax Clearance Certificate (certified copies are not accepted), certified B-BBEE certificate from a registered accountant or original sworn affidavit from a Commissioner of Oath, SABS Approval Certificate (not the plan), proof of bank rating, certified municipal water and electricity / rates and taxes account not older than three months or a lease agreement, certified identity documents of directors and owners, valid company registration document, and reference letters or purchase orders as proof of supply-and-delivery experience.
Pricing: firm prices only — non-firm prices, including those subject to exchange-rate variation, are not considered. All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) and delivery costs must be included, escalation percentages for Year 2 and Year 3 must be stated, and the offer remains valid for 90 days from the closing date.
Disqualification risks: any incomplete or unsigned MBD form, an incomplete tender document, missing proof of payment, and failure to submit the original valid Tax Clearance Certificate. No award goes to a person in the service of the state, to a juristic person with a director, manager, principal shareholder or stakeholder in state service, to municipal advisors or consultants, or to anyone not registered on the Central Supplier Database.
Contract and delivery: items are supplied as and when required over 36 months to Vryheid, with brand, model, country of origin, delivery period and any specification deviations stated in the offer. No compulsory briefing or site visit is required.
