Supply and delivery of upvc plasson adaptors and related upvc-to-asbestos-cement fittings — 43 stock line items from 16 mm to 300 mm — on an as-and-when-required basis over 36 months, delivered to abaqulusi local municipality in vryheid. Bids close at 12h00 on 16 november 2026 and must be submitted on the original municipal documentation in a sealed envelope deposited in the tender box at the corner of high and mark street, vryheid 3100. Evaluation runs through completeness, responsiveness and functionality (company experience, a sabs-approved certificate and bank-rated financial capability) before price and specific goals are scored on the 80/20 system, so a bidder without reference letters, sabs certification or a bank rating will score poorly. A non-refundable bid fee of r2 000.00 Applies and the offer must stay valid for 90 days.
Closing and submission: 16 November 2026 at 12h00 in the tender box at ground floor, corner of High and Mark Street, Vryheid 3100; late bids are not accepted and the sealed envelope must be marked with the tender description and number 8/2/1/655. SCM enquiries: Mr N. Zulu, [email protected], 034 9822 133 x 2277; technical enquiries: Mdu Ntombela, [email protected], 034 9822 133; general SCM mailbox [email protected].
Bid fee and documents: documents are self-downloaded from the e-tender portal (www.e-tenders.gov.za) from 13 October 2026; a non-refundable fee of R2 000.00 is payable to Abaqulusi Municipality, or R1 500.00 administration cost where the bidder prints the document, and proof of payment must be attached to the bid.
Mandatory attachments: detailed CSD registration report (required to claim specific goals), valid company registration document, SARS tax compliance PIN or tax clearance certificate, certified B-BBEE certificate or original sworn affidavit, certified identity documents of directors and owners, certified municipal account for water, electricity or rates not older than three months (or a lease agreement), SABS-approved certificate, proof of bank rating, and reference letters or purchase orders as proof of supply-and-delivery experience.
Functionality scoring (60 points): company experience 20 points (0-1 reference letters or orders = 5, 2-3 = 10, 4-5 = 20), SABS-approved certificate 20 points (the certificate itself, not a plan), financial capability 20 points (bank rating A = 20, B = 15, C = 10). Bids are screened for completeness, responsiveness and functionality before price and specific goals are considered.
Preference points: 80/20 system — 80 points for price and 20 points for specific goals, split as 10 points for previously disadvantaged individuals and 10 points for empowerment of local service providers; points are forfeited if the supporting proof is not submitted with the bid.
Disqualifiers: incomplete MBDs or an incomplete tender document, not being registered on the Central Supplier Database, any bidder, director, manager, principal shareholder or stakeholder in the service of the state, advisors or consultants contracted to the municipality, non-compliant tax matters, and submission on anything other than the original documentation provided.
Pricing and validity: firm prices only — non-firm prices and prices subject to exchange-rate variation are not considered; all delivery costs and all applicable taxes must be included in the bid price, escalation percentages are requested for years 2 and 3, and the offer must remain valid for 90 days from the closing date.
