South african national parks (sanparks) seeks a service provider for routine and ad-hoc helicopter maintenance support, servicing, and the supply or overhaul of parts and spare parts, for a five-year period. 1.1 Scheduled Servicing: Line and Base Maintenance of Airframe, mechanical, hydraulic, fuel components,
Engine Line Replaceable Units (LRUs), Avionic LRUs, and Ground Support & Technical Equipment (GS & TE).
1.2 Unscheduled Maintenance: Defect rectification and ad-hoc repair work.
1.3 Deep-Level Maintenance: Mandatory Periodic Inspections (MPI) including 150-hour, 600-hour, and Annual
inspections.
1.4 12-Year Calendar Inspections: Primary requirement for 2025/2026 for aircraft ZS-HYI and ZS-HJN, to be
carried out IAW with the latest revision of the Airbus Helicopters Manufacturers Maintenance Manuals.
1.5 Warranty Support: The contractor must be approved to support Airbus parts warranty and be eligible for Airbus
exchange parts, providing warranties and repair guarantees on all tasks executed.
2.1 AOG Support: The contractor must have the logistics capability to supply and support the shipping of all
required spares, support equipment, consumables, and tooling to Skukuza, Kruger National Park, within an Aircraft
On Ground (AOG) timeframe of 72 hours from receipt of signed quotation.
2.2 Component Tracking: The contractor must implement and support full component maintenance tracking
software per airframe. This system must be available electronically on portable devices with robust backup
features.
2.3 Technical Records Management: The contractor shall maintain accurate records of all maintenance actions,
component histories, and technical directives.
3.1 The contractor shall be responsible for overseeing the packaging, handling, storage, and transportation of all
A- and E-Class spares and GS & TE sent to SANParks stores at Skukuza.
3.2 The contractor shall maintain a centralized storage facility (if applicable) to act as a receipt and dispatch hub.
3.3 The contractor shall manage shelf-life materials, ensuring that only materials with 75% or more remaining shelf
life are supplied.
The contractor shall be required to manage and provide import and export permits for spares obtained from
overseas and for repairable items sent to international suppliers, leveraging their OEM connections.

5.1 Upon delivery of any aircraft from major maintenance (specifically the 12-year inspection), the contractor must
provide a complete Airbus Helicopter AS350 Airframe and Engine component overview, including a full listing of
Service Bulletins (SB) and Airworthiness Directives (AD) applicable to each aircraft from the date of manufacture
to the date of release back to service.
5.2 An LRU shall be considered Beyond Economic Repair (BER) if repair costs exceed 60% of the replacement
value. BER status must be confirmed in writing by the Person Responsible for Aircraft (RPA).
5.3 The contractor must ensure all Supplement Type Certificates (STC), modifications, airframe SBs, ASBs, and
ADs applicable to each aircraft are complied with, referencing the due listing provided by SANParks.
6.1 The contractor must provide infrastructure and facilities (subject to inspection by SANParks prior to contract
award) capable of supporting the required maintenance. Facilities must be SACAA certified.
6.2 Aircraft shall be delivered for service to a mutually agreed-upon location (contractor base). The contractor
must also be capable of performing maintenance at sites indicated by SANParks if necessary ("away from base").
6.3 The contractor must assist the SANParks Skukuza Maintenance facility with apprentice training as well as
manpower and technical support when required. The contractor must allow a SANParks Qualified Aircraft Engineer
to be added to their Maintenance Facility manpower to enable the engineer to act on their behalf if required.

and facilities to conduct or witness audits, inspections, and tests.
7.2 The contractor must establish and maintain a quality control system in accordance with SACAA requirements,
including experience in implementing the approved SACAA Airbus Helicopter maintenance schedule for AS350
(150-hour and 600-hour MPI) including the correct use of margins.
8.1 Objective: To ensure SANParks personnel are capable of safely and effectively operating and maintaining the
AS350B3 and H125 aircraft.
8.2 Training Provider: The supplier must be aligned with a SACAA approved Aviation Training Organization
(ATO) which has an accredited Airbus AS350 Certified Type Rated Helicopter Pilot Instructor.
8.3 Pilot Training:
Initial Type Rating Training: For new pilots transitioning to the AS350/H125 type.
Recurrent Training: Annual refresher training for existing pilots, including aircraft systems,

8.4 Engineer (Maintenance) Training:
Initial Type Rating Training: For new engineers to obtain their SACAA type rating on the AS350.
Recurrent/Continuation Training: Annual technical training for existing SANParks AMEs, including
detailed airframe, engine (Arriel), and avionics maintenance updates.

8.5 Certification: Upon successful completion of training, the contractor/ATO shall issue certificates of competence
to the attendees.

(nuts, bolts, washers, locking wire).
9.2 On-Demand Spares (Quoted Items): For spares not covered by the Consumables Rate Card, the contractor
shall provide a quotation within 24 hours upon request by SANParks. Quotations must include: Net price of the
component; Applicable taxes and duties; Shipping and handling costs; Estimated delivery time.
9.3 12-Year Inspection Spares Pricing Structure (ZS-HYI and ZS-HJN):

The provider must keep such information confidential, only disclose it with consent, under legal duty, to protect a legitimate interest, or in a de-identified manner for contractual reports. As an Operator, the provider must comply with POPIA, use information only for the Services, implement appropriate technical and organisational security measures, notify SANParks immediately of any security compromise, not sell or transfer the information without consent, not process outside South Africa without consent, and ensure all persons acting under its authority comply.
