Evaluation follows a 3-stage process: (1) Stage 1(a) Mandatory Compliance: Tax compliance (SARS PIN/CSD MAAA number), CSD registration, CIDB 7GB or higher, B-BBEE Level 1–2 (or sworn affidavit for EMEs/QSEs), 30% subcontracting (25% to black-owned EMEs/QSEs, 5% to CDP participants), municipal clearance certificate, completed SBD forms (1, 4, 6.1, 6.2, 8, 9), Annual Financial Declaration, Labour letter of good standing, and mandatory clarification meeting attendance. (2) Stage 1(b) Non-Mandatory: Tax status verification, equipment schedule, SBD 6.1 (preference points). (3) Stage 2 Functionality (100 points, min 75 required to advance): Capacity (projects >R4.5M: 5=25pts, 4=20pts, 3=15pts, 2=10pts, 1=5pts), Construction Manager experience (15yrs=10pts, 12yrs=8pts, 9yrs=6pts, 6yrs=4pts, 3yrs=2pts), Construction Supervisor experience (same scoring as Manager), CDP subcontracting (15%=30pts, 10%=20pts, 5%=10pts), Local SMME subcontracting in Lejweleputswa (35%=20pts, 30%=15pts, 25%=10pts), Free State operational office (5pts). Scope: Construction of a new Rheederpark Clinic in Welkom. Deliverables: Full construction works as per Bills of Quantities (C2.2) and Scope of Work (C3). Standards: Must comply with national/international standards where applicable. Site: Erf 6050, Jagger Street, Rheederpark, Welkom. Requirements: Competent Construction Manager with traceable general building experience (CV required), OHS Plan (site-specific), subcontracting commitments (30% minimum, with 25% to black-owned EMEs/QSEs and 5% to CDP participants). Preference for Free State-based contractors (CIDB 3–6).

Pricing: Total price inclusive of VAT, recorded in numbers and words. Pricing format: Bills of Quantities (C2.2) must be fully completed. Payment terms: Retention monies ≤10% of contract price (≤5% if guarantees provided). Guarantees: ≤10% fixed or ≤12.5% variable, issued by registered bank/insurer, cash deposit, or payment reduction. Bonds: Required as per contract data. Financial capacity: Annual Financial Declaration mandatory. Subcontracting: 30% of contract value must be subcontracted (25% to black-owned EMEs/QSEs, 5% to CDP).

Mandatory: CIDB registration (7GB or higher), valid Tax Clearance Certificate (SARS PIN/CSD MAAA number), CSD registration, VAT Registration Certificate (if applicable), Workmen’s Compensation Certificate, Unemployment Insurance Certificate, Certificate of Incorporation/Founding Statement/Partnership Agreement/ID (as applicable), Joint Venture Agreement (if JV), OHS Plan, SBD forms (1, 4, 6.1, 6.2, 8, 9), Annual Financial Declaration, Labour letter of good standing, municipal clearance certificate (<120 days overdue), subcontracting declaration (30% minimum).
