Appointment of a Service Provider to Conduct a Multi-disciplinary Built-sector Professional Services Organisation with Suitably Qualified and Registered Professionals to Undertake Investigations and Reporting for the North of Mandela Square Informal Settlement in the Breede Valley Municipality in the Western Cape Province.

The Housing Development Agency (HDA) is a national public development agency which promotes

sustainable communities by making well located and appropriately planned land available for the

development of human settlements. As its primary activity, the HDA identifies, acquires, holds, develops,

and releases state, private and communal land for human settlements. As part of its processes, the HDA

conducts property holding plans in order to identify and implement services and maintenance

requirements to ensure the sustainability, security, and prevention of invasions on the properties in

possession.

2. BACKGROUND INFORMATION

The Housing Development Agency - Western Cape (HDA-WC) has been appointed by the Western Cape

Provincial Department of Infrastructure: Human Settlements Branch to develop a Housing Masterplan

and Upgrading Plan for the North of Mandela Square Informal Settlement, consisting of North Mandela

Square, Aspad, and Emagwaleni in the Breede Valley Municipality. The settlement houses approximately

5,071 informal structures, located east of the existing Zwelethemba township in Worcester, on both

Municipal and privately owned land.

The informal settlement is located on a number of properties; namely, Remaining Extent of Erf 1,

Remaining Extent of Farm 3609, Tweefonteinen Farm No.960, Farm 594, Portion 41 of the Farm Oude

Wagendrift 362, Remainder of Portion 1 of the Farm 366, Portion 2 of the Farm 366, and Remainder of

Erf 589 of Farm 909.
