3.1 Analysis of previous B-BBEE verification reports of the Cape Winelands District
Municipality.
3.2 Consult with staff responsible for the B-BBEE relevant scorecard elements to collect
information required for the verification.
3.3 Analyse all required information and supporting documents of the Cape Winelands District
Municipality to ensure accuracy and adherence to minimum requirements.
3.4 Compile the prescribed information gathering sheet with all the information of the Cape
Winelands District Municipality.
3.5 Perform a detailed verification of required versus submitted documentation in preparation
to the verification with specific reference to the following areas:

3.5.2 Skills Development
3.5.3 Enterprise and Supplier Development
3.5.4 Socio-Economic Development
3.6 Ensure that an independent verification agency, who is accredited with the South African
National Accreditation System (SANAS), to perform the actual B-BBEE verification of the
Cape Winelands District Municipality for the period from 01 July 2024 to 30 June 2025 to
issue the following certificates:

3.6.1 B-BBEE Verification Certificate
3.6.1 B-BBEE Compliance Report
3.3.3 B-BBEE Compliance Reporting Matrix
3.7 Interact as liaison between the Cape Winelands District Municipality and the independent
SANAS accredited verification agency.
3.8 Advise on remedial actions to close identified gaps and assist with the implementation
thereof which will assist in improving the current B-BBEE level contributor of the Cape
Winelands District Municipality.
4. LOGISTICAL REQUIREMENTS
4.1 The service provider must be able to work online or meet physically in Stellenbosch, if and
when required.
4.2 The service provider must have the required human resources for all B-BBEE support and
verification services.
4.3 The project manager and verification analyst(s) identified for this project may not be
changed without prior consultation with, and agreement by the Cape Winelands District
Municipality.
4.4 The Cape Winelands District Municipality will designate an official who will liaise between
the service provider and internal stakeholders.
5. DURATION OF CONTRACT
The project will run from appointment of the service provider and must be concluded
within three months from date of appointment. Should the contract duration require
extension, the reasons for such extension must be motivated in writing by either party,
and must be agreed to between the successful service provider and the Cape Winelands
District Municipality.
6. CONFLICT OF INTEREST
6.1 The successful service provider will be required to provide services that are professional,
objective and impartial and must ensure that there is no conflict of interest between
existing assignments, obligations and responsibilities to other clients and the services
set out in this Written Price Quotation.
6.2 Cognisance should be taken that the successful service provider will be obliged to ensure
that the independent SANAS accredited verification agency who will be responsible for the
actual B-BBEE verification of the Cape Winelands District Municipality and who must
issue the B-BBEE Verification Certificate, the B-BBEE Compliance Report and the B-
BBEE Compliance Reporting Matrix will not conflict with the preparatory work to be
conducted by the service provider.
6.3 Thus, with reference to paragraph 6.2 above, it should be noted that the appointed service
provider cannot perform the B-BBEE verification of the Cape Winelands District
Municipality and issue the required documentation.
7. CONFIDENTIALITY AGREEMENT
The successful service provider will have access to confidential data and information of
the Cape Winelands District Municipality and its stakeholders. The appointment of a
successful service provider is thus subject to that service provider agreeing to the
