Required documents: Fully completed and signed application form, company profile, CSD report, proof of equipment ownership/lease, past experience annexures, supplier registration documents, declarations (legal standing, interests, SCM practices), and certificate of independent bid. Incomplete submissions or missing annexures will be disqualified. Note: Beneficiaries of the cropping programme with mechanisation equipment are ineligible. Only registered joint ventures will be considered.

Evaluation is based on a 100-point system with a minimum threshold of 70 points. Criteria and weights: (1) Experience in mechanisation services (30 points): Capability, track record, and client references (6 points per project, max 5 projects). (2) Proof of ownership/lease of equipment (40 points): (a) Owned equipment for all operations (40 points), (b) Owned and leased equipment (30 points), (c) Leased equipment only (20 points). Written proof required. (3) Locality (30 points): (a) Situated within the local municipality (30 points), (b) Within the district municipality (20 points), (c) Within the province (10 points). Proof of residence mandatory. Adjudication will also consider: Ability to perform (past experience, technical ability, track record), type/number/capacity of machinery/implements. Submissions failing to meet the 70-point threshold or mandatory criteria will be disqualified.

Required services: Mechanisation operations including Ripping (minimum 400mm deep), Ploughing, Discing (Heavy or Light), Planting (conventional plate planter), Pre-spraying, Post-spraying/fertiliser spreading. Database purpose: Used for three years, updated annually, to invite quotations from registered service providers. Registration scope: Service providers must register for specific wards/localities within Alfred Nzo District Municipality (Matatiele, Umzimvubu, Ntabankulu, Winnie Madikizela Mandela). Equipment verification: Impromptu on-site checks by departmental officials to confirm machinery capacity and condition. Work allocation criteria: Machinery capacity, past experience, and proximity to the service area. Note: Locality on the database does not guarantee nomination or award of contracts.

Mandatory requirements: (1) Registration on the Central Supplier Database (CSD) for Agricultural Services commodity (online at www.treasury.gov.za). (2) Compliant tax status per CSD. (3) Proof of mechanisation equipment ownership or signed lease agreement (if leased). (4) Proof of residence (municipal account or councilor/municipality letter). (5) Completed supplier registration documents with supporting documentation (e.g., CIPC, VAT, tax clearance). (6) Declaration of legal standing, interests (kinship/relationship with department employees), and past SCM practices. (7) Only service providers registered on CSD for Agricultural Services will be considered. (8) Joint ventures must be registered. Exclusions: Beneficiaries of the cropping programme with mechanisation equipment, service providers in the partnership model, or entities with pending litigation/restrictive trade practices.
