Required documents to submit with your quotation:

• Completed SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim Form).
• Minimum of two reference letters for Fortinet licensing, support, and maintenance.
• Valid proof of Certified Fortinet Partner status.
• ID copies of owners/directors.
• Valid B-BBEE certificate or affidavit.
• Indication of ISO 9001:2015 certification.
• A firm delivery date.

The evaluation follows a three-phase process:

Phase 1: Mandatory Requirements (at Closing Stage):

• Full quotation according to the price table and scope of work.
• Timely submission to the correct email address.
• Minimum of two reference letters for previous Fortinet licensing, support, and maintenance projects.
• Valid proof of Fortinet Partnership.
• Proof of payment arrangement with Fortinet (or credible assurance that service will not be interrupted).
• ID copies of owners/directors as per official registration documents.

Phase 2: Price and Specific Goals:

• 80/20 preference point system applied.
• Price: 80 points.
• Specific Goals: 20 points (based on B-BBEE ownership).

Phase 3: Mandatory Requirements (at Award Stage):

• Tax compliance (must be tax compliant).
• Not being listed on the Register of Restricted Suppliers or the Tender Defaulters Register.

NRWDI requires the implementation of a secure Hybrid Active Directory (AD) Network across three environments:

• Midrand (Head Office): Administration Services.
• Vaalputs (Operational Site): Disposal Facility Operations.
• Microsoft Azure Cloud: Disaster Recovery (DR), Identity, and Cloud File Backup.

Required components and services:

• FortiGate security licensing.
• Centralized security management.
• Centralized logging and analytics.
• Secure remote access VPN.
• Implementation services (configuration, deployment, and knowledge transfer).
• Annual support and maintenance (12-month managed firewall services).
• Fortinet Best Practice Services.

Bidders must indicate if they are ISO 9001:2015 certified for Quality Management System. Orders above R30,000 will be evaluated with a functionality scorecard where applicable.

Pricing must be provided in the specified table format for:

• FortiGate Firewall Licensing (4 units).
• FortiGate Internet Gateway Licensing (1 unit).
• FortiManager VM Subscription (1 unit).
• FortiAnalyzer VM Subscription (1 unit).
• Fortinet EPP/VPN (4 units).
• Fortinet Best Practice Services (1 unit).
• Project Implementation Services (1 unit).
• Support & Maintenance (1 unit).

All amounts exclude VAT; VAT must be a separate line item.

Pricing must be submitted using the provided structure:

Mandatory Compliance Requirements:

• Central Supplier Database (CSD) registration (required for successful bidder).
• Valid B-BBEE certificate or affidavit.
• Proof of Certified Fortinet Partner status.
• ID copies of owners/directors (as per CIPC, CSD, or B-BBEE documents).
• Tax compliance (mandatory at award stage).
• Not listed on the Register of Restricted Suppliers or Tender Defaulters Register.
• ISO 9001:2015 certification (bidder to indicate if held).

Preference points are allocated for specific goals under the 80/20 system:

• Enterprises owned by Black People: up to 12 points based on ownership percentage.
• Enterprises owned by Women: up to 8 points based on ownership percentage.

Bidders must submit supporting documents such as Shareholder Certificate/CIPC Company Registration Documents, certified ID copies of directors, certified B-BBEE certificate/sworn affidavit, and CSD report.
