Parcel A: Administrative (Phase 1 and 2) – Volume 1A: general instructions and administrative requirements (excluding SBD 3.1 & 6.1).

Parcel B: Evaluation Phases – SBD 3.1 (Pricing Schedule), SBD 6.1 (Preference Points Claim Form), CSD Report, CIPC Documents, Shareholder Certificates, ID copies of shareholders, and Valid B-BBEE Certificate or Sworn Affidavit (for EMEs/QSEs).

Stage 1: Administrative – SARS Tax Compliance PIN (valid 60 days), CSD registration proof, Declaration of Interest, Invitation to Bid, and other required forms. Non-compliance may be rejected or allowed 7 days to submit supplementary info (administrative only).

Stage 2: Mandatory – Two contactable reference letters for refreshment supply/delivery completed within last 5 years. Letters must be on client letterhead, signed by authorised representative, include contact details, and not be appointment letters/contracts. Failure = automatic disqualification.

Stage 3: Price and Specific Goals – 80/20 point system (Price 80, Specific Goals 20). Price points calculated using formula: Ps = 80(1 - (Pt - Pmin)/Pmin).

51% Black Owned (10 points) – CSD Report, CIPC Documents, Shareholder Certificates, ID copies, B-BBEE Certificate or Sworn Affidavit.

30% Black Woman Owned (10 points) – same evidence.

Supply and deliver refreshments as per ATNS needs.

Ensure timely and scheduled deliveries to designated locations.

Demonstrate capacity for consistent and reliable fulfilment.

Respond to short-notice requests.

Deliver within 7 working days of official order (immediate for emergencies).

Off-load products at own risk and cost at designated addresses.

Provide own labour for offloading.
