Stage One - Eligibility: Attendance at compulsory tender clarification meeting (16 July 2026) by an authorised representative. Certificate of Attendance (T2.2-01) must be submitted with the tender.

Stage Two - CIDB registration: Tenderer must be registered with CIDB at a grading designation of 3EP or higher for the class of construction work. For Joint Ventures: all members must be CIDB-registered, lead partner must have a grading not lower than one level below the required class, and combined grading must meet or exceed 3EP. Proof of CIDB registration must be submitted.

Stage Three - Functionality: Minimum qualifying score of 70 points out of 100. Criteria include:

• Previous Experience (40% weight, T2.2-02): Must demonstrate experience in transformer diagnosis, testing, and commissioning (66kV–220kV).

Additional requirements: Tax Clearance Certificate (valid) from SARS, B-BBEE Certificate (or sworn affidavit) from a SANAS-accredited agency, Letter of Good Standing with Workmen’s Compensation Fund, no serious breach of law (e.g., Competition Act violations) in the past 5 years (declare on T2.2-15), not insolvent, under business rescue, or listed as a tender defaulter.
