Proof via CSD full report. FORM J (Preference Schedule) must be completed. Organ of state may request substantiation of claims at any time. Bidders must not be listed on National Treasury's Database of Restricted Suppliers or Register for Tender Defaulters. No fraud/corruption convictions in past 5 years. Must not be in service of the state.

Scope: Sourcing funds at risk and turnkey implementation of bulk community electrification distribution for 36 months. The project requires end-to-end delivery including funding, design, procurement, construction, and commissioning of electrification infrastructure. Verification requirements: CIDB registration for construction-related works. Professional membership of firm/project personnel must be verified. Qualifications of proposed project personnel will be vetted. Proof of previous company experience in similar projects is mandatory (FORM Q).

Pricing: Turnkey basis for 36 months. Bid must include all costs (funding, design, procurement, construction, commissioning). Submit banking details (FORM H) with a bank letter ≤3 months old. Municipal utility account (FORM I) must confirm no arrears. Failure to provide financial references or proof of compliance may disqualify the bid. Successful bidder must sign a written contract (MBD7).

Tax Compliance: Submit Tax Compliance Status (TCS) certificate or PIN (SARS). CSD number acceptable if TCS unavailable. Each consortium/joint venture member must submit separate TCS/PIN/CSD. Apply via eFiling (www.sars.gov.za). Foreign suppliers: Complete pre-award questionnaire (Part B:3) if not RSA residents or without RSA tax liability. B-BBEE: CSD full report with ownership details required for preference points. CIDB registration required for construction works. Professional indemnity insurance proof (FORM M). Declaration of past SCM practices (FORM D), litigation history (FORM L), and good standing regarding tax (FORM G) are mandatory. POPI consent (FORM C) and authority of signatory (FORM F) must be submitted. Joint ventures: Submit resolution, JV agreement, and member documents (CIPC/CK1/CK2, director IDs, shareholder registers).

Contract terms: Successful bidder must sign MBD7 contract form. Joint and several liability applies to consortia/joint ventures. Termination of JV agreement requires 30 days' written notice to the municipality, but liability remains. No cession of rights or assignment of obligations without prior written consent from all JV members and the municipality. Domicilium citandi et executandi must be specified for the JV. Contract may be terminated under GCC condition 8.4 for wilful misrepresentation.
