Eligibility: CIDB contractor grading 6GB or higher (or joint venture with all members registered and lead partner 6GB or higher, combined grading meeting the required designation).

Functionality (pass/fail, minimum 17 of 24 points, i.e. 70%):

• General Building Construction Experience (max 12 points, minimum 8 points required):
• Managed contracts of R3–R8 million (VAT incl.) in the past 5 years: 1 point per contract, max 4 points.
• Completed contracts R1–R2 million: 2 points per contract, max 4 contracts (8 points).
• Completed contracts R2–R3 million: 2 points per contract, max 3 contracts (6 points).
• Completed contracts above R3 million: 2 points per contract, max 2 contracts (4 points).
• Technical Expertise (max 12 points):
• Contracts Manager with minimum 10 years building construction experience: 6 points.
• Site Foreman with minimum 5 years building construction experience: 6 points.
• Key personnel must be in permanent or fixed-term employment of the bidder; CVs must show experience with dates.

Preference points: 80/20 system under PPPFA Regulations 2022. Price and preference, estimated value not exceeding R50 million (VAT incl.).

Specific goals (max 20 points): Locality — business footprint within 400 km of Twee Rivieren = 20 points; 401–650 km = 5 points; 651 km or more = 0 points. Proof of business address older than 2 years required (municipal/Eskom account, rental agreement with payment proof, or ownership). Bidders outside the radius may still tender but claim no points.

Risk assessment: Bids evaluated on technical and commercial risk criteria; an unacceptable risk on any single criterion renders the bid non-responsive. Technical criteria include comparable project experience, performance quality, human resources, and attendance at the clarification meeting. Commercial criteria include financial viability, bank rating, liquidity, and legal exposure.

Scope: Corrective maintenance and renovations on infrastructure in Kgalagadi Transfrontier Park for a 3-year period. Work includes general building construction and facilities maintenance, specifically new building works.

Sites: Three main rest camps — Twee Rivieren, Mata Mata, and Nossob. Sites are remote and extreme; bidders must inspect all sites to understand access, quantities, and conditions.

Key personnel requirements:

• Contracts Manager with minimum 10 years building construction experience.
• Site Foreman with minimum 5 years building construction experience.
• Personnel must be available for the contract; changes require client and engineer approval.

Bidders must demonstrate experience in facilities and general building maintenance, specifically new building works. Provide a list of past and current projects with client/agent contact details. For current projects: letter of appointment stating scope, value, and address. For completed projects: letter of appointment and completion certificate. Key personnel: Contracts Manager with 10+ years building construction experience (6 points) and Site Foreman with 5+ years (6 points). CVs must show experience with dates and personnel must be permanent or fixed-term employees.

Estimated contract value: not exceeding R50 million (VAT inclusive) over the project duration.

Pricing: Full priced Bill of Quantities must be submitted with the tender, handwritten legibly in non-erasable black ink.

Tender deposit: Non-refundable R300.00, payable in cash only at collection of tender documents. No card facilities.

Financial viability: Bidders must demonstrate sufficient financial resources to deliver the works and fulfil guarantees and warranties. Assessment considers bank rating, liquidity, auditor's financial report, and any current or impending legal action.

CIDB: Contractor grading designation 6GB or higher, or capable of being registered before evaluation. Joint ventures must have all members registered and lead partner 6GB or higher.

CSD: Registration on National Treasury's Central Supplier Database is mandatory.

Tax: Must be tax compliant at tender award stage.

Department of Labour: Valid Letter of Good Standing in Building or Civil Field.

B-BBEE: B-BBEE certificate (DTIC or SANAS) or sworn affidavit to support preference points claimed. Trusts, consortia, or joint ventures must submit a consolidated B-BBEE certificate from a SANAS-accredited provider.
