• Stage 3 – Price and specific goals (preference points under PPPFA 2022).

Bidders must have a local office within the Johannesburg Municipality. The contract is for 36 months, subject to satisfactory performance, annual reviews, and budget availability. No minimum work volume is guaranteed; work is issued on an as-and-when basis via purchase orders.

Scope: specialist restaurant and kitchen hygiene services on an as-and-when basis across 10 kitchens at Joburg Theatre (3), Roodepoort Theatre (1), Soweto Theatre (1), Joburg Zoo (3), and Joburg Water (2).

Services include:

• Deep cleaning of commercial kitchens: floors, walls, ceilings, food preparation surfaces, workstations, shelving, cupboards, stainless steel surfaces, splashbacks.
• Cleaning and sanitisation of kitchen equipment: ovens, fryers, grills, stoves, braais, steamers, bain-maries, microwaves, salamanders, hot cupboards, refrigerators, freezers, cold rooms.
• Cleaning of extraction systems: canopies, grease filters, grease collection trays, exhaust fans, accessible ductwork.
• Front of house cleaning: restaurants, dining areas, bars, beverage stations, counters, service stations, furniture, high-touch surfaces.
• Back of house cleaning: receiving areas, storage rooms, dry stores, staff kitchens, waste holding areas, service corridors.
• Additional services: steam cleaning, high-level cleaning, emergency contamination cleaning, grease removal, drain sanitisation, odour treatment, sanitisation after spillages, hygiene inspections.

Response times:

• Standard stock items delivered within 5 working days of purchase order.
• Non-stock items within agreed lead time.
• Damaged or incorrect items replaced within 5 working days.

Routine services:

• Monthly site visits to all kitchens with detailed report on equipment condition, hygiene practices, and cleanliness.
• Twice-yearly onsite training on chemical and equipment usage and hygiene practices, with certificates.
• Monthly HACCP checks.
• Quarterly site visits from key accounts manager.
• Once-off food safety training for line staff and for senior chefs and managers.
• Setup of sanitising bucket stations, kitchen best practice signage, product information charts, and surface/equipment/hand swabs.

Rental of dishwashers and soap/detergent dispensers is also required, with maintenance and chemicals included.

Bidders must submit a methodology and work plan demonstrating how they will deliver the required services. The proposed approach must be a probable fit to JCT's requirements. All categories in the bid document must be completed.

Bidders must be suitably qualified and experienced in specialist restaurant and kitchen hygiene services. The bid requires submission of similar projects completed with contactable references. The appointed service provider will be monitored on timeliness, quality, and compliance with specifications. Fraudulent or inaccurate information regarding experience or credentials will result in disqualification.

Bidders must demonstrate a quality assurance approach, including methodology, work plan, equipment, chemicals, consumables, hygiene auditing, and quality management. Preference may be given to bidders offering hygiene verification services such as ATP or microbiological surface swab testing, hygiene trend analysis, corrective action recommendations, audit reports, and monthly or quarterly hygiene performance reporting. The contractor must supply all cleaning chemicals, disinfectants, and consumables suitable for commercial food preparation, with current Safety Data Sheets (SDS).

All prices must be quoted in South African Rand and include VAT. Prices must be firm (no escalation). The bid price must be valid for at least 120 calendar days after closing. The pricing schedule (MBD 3.1) must be completed and signed; failure to do so invalidates the bid. All price information required in the schedule must be supplied. No claim for price escalation will be considered unless specifically stated. Payment will be made within 30 days after submission of a valid invoice.

• Must comply with the Occupational Health and Safety Act and provide a suitable health and safety plan.

The contractor must comply with the Occupational Health and Safety Act and all relevant regulations. A suitable health and safety plan appropriate for the contract must be provided. The contractor must comply with all laws governing wages and employment conditions. Proof of registration under the Compensation for Occupational Injuries and Diseases Act (COIDA) is required before work commences. All chemicals must be safe for food-service environments, clearly labelled, and accompanied by Safety Data Sheets. Personal protective equipment (PPE) must be supplied.

The scope includes cleaning of waste holding areas and service corridors. The contractor must ensure services are delivered in accordance with applicable environmental standards. Cleaning chemicals must be suitable for commercial food preparation environments and used per manufacturer's recommendations.

Contract duration: 36 months from appointment, subject to satisfactory performance, annual reviews, and budget availability. No minimum work volume guaranteed; work issued via purchase orders on an as-and-when basis. The contractor remains responsible for completing any purchase order issued before contract expiry, including warranty and defects liability. Extension requires written approval.

Rates are firm with no price escalation. The supplier may not assign obligations without JCT's prior written consent.

Delays: the supplier must notify JCT in writing of any delay. JCT may extend time with or without penalties. If the supplier fails to deliver on time, JCT may deduct a penalty calculated at the prime interest rate per day of delay, and may terminate the contract.

Indemnity: the contractor uses JCT premises at own risk and indemnifies JCT against all loss, damage, injury, or death (except for JCT's gross negligence or wilful misconduct).

Compliance: the contractor must comply with the Occupational Health and Safety Act and all relevant regulations, provide a health and safety plan, and comply with labour laws. The contractor must provide proof of registration under the Compensation for Occupational Injuries and Diseases Act (COIDA) before starting work.
