Quotations must be submitted by email to [email protected] before the closing date and time. Only submissions received at this address on or before the deadline will be considered. Faxed and emailed submissions are accepted, but the bidder bears the risk of ensuring complete receipt. All pages of the quotation must be signed by the responsible person. Quotations must be on the bidder's letterhead and include a cost breakdown. The quotation must be valid for 30 days. Returnable documents include SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), proof of CSD registration, and a valid B-BBEE certificate or sworn affidavit. Failure to submit any required document or signing the quotation may render the bid invalid.

The 80/20 preference point system applies, with 80 points for price and 20 points for B-BBEE status level and specific goals. B-BBEE points: Level 1 = 18, Level 2 = 14, Level 3 = 12, Level 4 = 10, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, non-compliant = 0. An additional 2 points are awarded for more than 50% Black ownership. Bids must be responsive to the eligibility and administrative criteria. The award is subject to passing SIU's Internal Integrity Unit screening and/or State Security Agency vetting; failure may result in no award regardless of points scored.

Provision of catering services on 28 August 2026 at the SIU North West Provincial Office in Mafikeng. Delivery address: 131 University Drive, Mmabatho Unit 4, 2735. The service provider must commit to post-support service when required by SIU. The contract is a once-off engagement.

Prices must be quoted in South African Rand and include VAT for VAT-registered service providers. The price must cover the entire scope of work and any logistics or disbursements. Quotations must include a cost breakdown. Payment will be made within 30 days of receipt of invoice, based on deliverables achieved. No pre-payments are allowed. The estimated value of the bid does not exceed R 1,000,000.00 (all taxes included), which determines the 80/20 system.

Bidders must be registered on the Central Supplier Database (CSD) and have a compliant tax status as per the CSD summary report. A SARS tax compliance status PIN or printed TCS certificate must be submitted. B-BBEE status level verification certificate (with SANAS logo) or sworn affidavit (for EME/QSE) is required to claim preference points. SBD 4 (Declaration of Interest) must be completed and signed. Bidders listed on the Register of Tender Defaulters or List of Restricted Suppliers will be disqualified. Persons in the service of the state, or companies with directors in the service of the state, are not eligible. Each party in a joint venture or consortium must submit separate tax compliance and CSD numbers.
