Evaluation is in two stages. Stage One: administrative and functional compliance (mandatory documents and requirements). Stage Two: price and specific goals under the 80/20 preference point system (PPPFA 2022). Maximum points: price 80, specific targeted goals 20, total 100. Price is scored using the formula A = (1 - (P - Pm)) / Pm, with W1 = 80 where the financial value inclusive of VAT of one or more responsive tenders equals or is less than R50 million. Bidders must be registered with CIDB with grading 2GB or higher, and the status must remain active through award. Bidders must be a legal entity. Failure to submit all mandatory documents eliminates the bid. The department may negotiate with bidders if an offer is not market related, but bidders may not increase their offers. The amount on the Form of Offer and Acceptance takes precedence over any other total.

Scope: minor repairs and maintenance to Qumanco Clinic (Engcobo Sub-District) in Chris Hani District. Construction period: 4 months. Contract based on JBCC Edition 6. Works include building works with installation of roof sheeting (as per reference letter requirement). Bidders must provide a Project Manager with a relevant building qualification (min NQF 6), an OHS officer registered with SACPCMP, and a site-based foreman with at least 2 years relevant building experience. Bidders must submit a concise Programme of Works, a list of resources/plant/equipment, and at least three reference letters and final completion certificates showing experience with roof sheeting installation. A qualified electrician with a trade certificate from the Department of Labour or a SETA is mandatory. Where brand names are specified, similar/equivalent or better items are required.

Pricing must be in Rands, fixed for the contract duration, and include all duties and taxes except VAT, which must be shown separately. The Bills of Quantities must be fully priced (handwritten, not typed) and all trades must be priced except provisional sums and allowances; failure may lead to elimination. The tender will be awarded as a whole. No tender security is required (N/A). The preferred tenderer must provide an approved insurer undertaking for a Performance Bond/Guarantee/Surety/Security. If the offer is VAT inclusive and the bidder is not a VAT vendor, the successful bidder must register as a VAT vendor within 21 days of appointment. VAT vendors must include VAT at 15%.

Mandatory registrations and certificates: CSD registration (full report) with tax matters in order; valid CIDB certificate with grading 2GB or higher; COIDA or FEM Letter of Good Standing from the Department of Labour; tax compliance status PIN or CSD number; not listed on Register of Tender Defaulters or Health/Treasury Defaulters List; no directors/shareholders in service of the state. SBD 4 (Declaration of Interest) and Compulsory Bidder Questionnaire must be completed. Joint ventures: each partner must submit separate CSD, CIDB, COIDA, SBD 1, SBD 4, SBD 6.1, POPIA, and Resolution for Signatory, with percentage split indicated. A qualified electrician with a trade certificate is mandatory. POPIA consent form must be signed.
