The purpose of this request is to appoint a service provider for the maintenance, servicing and replacement of pumps within the

Tsitsikamma Section of Garden Route National Park for a period of 60 months.

South African National Parks (SANParks) is a public entity functioning under National Environmental Management: Protected

Areas Act (Act ); with the mandate to conserve; protect; control; and manage national parks and other

defined protected areas and their biological diversity (Biodiversity). As a public entity, SANParks is also governed by the Public

Finance Management Act, Act (as amended by Act ), and it is listed as Schedule 3 Part A: public entity.

The primary mandate of SANParks is to expand, protect, conserve, and control the system of national parks, terrestrial and

marine, that it is assigned to manage. SANParks currently manages over 4 million hectares of terrestrial and 369 657 ha marine

protected biodiversity through a system of 21 National Parks and 10 Marine Protected Areas: (MPAs), representing approximately

67% of state owned terrestrial protected areas and 22% of State Managed MPAs. This places SANParks in an ideal position to

not only meaningfully contribute to the protection and sustainable use of the megadiverse biodiversity of South Africa, but also

to be a key player in building climate resilience through ecosystem-based mitigation and adaptation.

To service and maintain Electric submersible (centrifugal) multistage pumps of various sizes, as well as replacement of

irreparable pumps, should the need arise. The park had experienced challenges with unscheduled maintenance as it is often the

most significant cost of maintenance, and failures of mechanical seals and bearings are among the major causes.

Therefore, pump efficiency is an important aspect of maintenance as its function is to discharge the affluent and as such, pumps

should be monitored and regularly tested. For the centrifugal pumps, the efficiency tends to increase with flow rate up to a point

midway through the operating range (peak efficiency or Best Efficiency Point (BEP) and then declines as flow rates rise further.

Pump efficiencies tend to decline over time due to wear (e.g. increasing clearances as impellers reduce in size). For centrifugal

pumps, an important design issue is matching the head loss-flow characteristic with the pump so that it operates at or close to

the point of its maximum efficiency.

The application for the pumps in the park is as follows:

• Commercial use
• Drainage of sewer from the sumps
• Equipped with an impeller
• Submersible up to 5 metres depths
• Liquid temperature up to 40 degrees Celsius
• Passage of suspended solids >43 mm
• Three phase

The contractor must be able provide a service that will include periodic monitoring and testing of pumps systems and take

corrective actions to restore pumps to its original condition. Where necessary remove and repair pumps to their workshop where

in instances where the pumps cannot be serviced or repaired on site. As such the service contract can be summarized as follows:

a) Yearly Basis Pumps Maintenance Schedule

• Supply and install pumps including the auxiliary devices and electrical cabling

• Test and maintain pumps insulation systems

• Inspect sewage grinder pump motor chamber for oil level and contamination and repair

• Inspect the pump impeller and body for excessive build-up or clogging and repair

• Inspect the pump motor and bearings and replace as required

• Inspect the grinder pump motor seal for wear or leakage and repair as required

• Inspect the sewage grinder pump breather vent

• Repair shaft, Rewinding, Replace seals, Bearing, Mec seal, Oil & grease

• Supply and fit new mechanical seat sets

• Testing and Spraying of a Sub-mersible pump

• Replace irreparable pump with new one

6. Evaluation Phase: MANDATORY REQUIREMENTS

This preference form must form part of all tenders invited. It contains general information and serves as a claim form for

preference points for specific goals.

1.1 The following preference point systems are applicable to invitations to tender

the 80/20 system for requirements with a Rand value of up to R50 000 000 (all applicable taxes included); and

the 90/10 system for requirements with a Rand value above R50 000 000 (all applicable taxes included).
