Evaluation is in three stages: Stage One – Test for Responsiveness (pre-qualification, pass/fail): valid MIOSA registration and full compliance with all Critical Evaluation Datasheets (each item answered YES/NO with supporting OEM technical documentation). Failure is disqualifying. Stage Two – Functionality (minimum qualifying score 80 out of 100): Company Experience (weighting 60%) – scored on number of completed projects for supply/delivery of TLB, Mini TLB with trailer, or TLB trailer in the last 10 years (0 points for none/inadequate, 20 for one, 40 for two, 60 for three, 80 for four, 100 for five or more); each project requires client name, project title, scope, year of delivery, contact details and a signed reference letter – no letter means no score. Supply and Delivery Lead Time (weighting 40%) – scored on proposed lead time (0 for more than 10 months or inadequate programme, 20 for 9 months, 40 for 8, 60 for 7, 80 for 6, 100 for less than 6). Functionality is scored by at least three evaluators and averaged. Stage Three – Price and Specific Goals under the 80/20 preference point system (applicable where value is at or below R50 million inclusive of VAT): Price 80 points, B-BBEE level of contributor (levels 1 or 2) 10 points, 30% Black Women Owned entities 10 points. Total 100 points. Bidders failing functionality are disqualified. Transnet may conduct a due diligence and risk analysis on the preferred bidder, and may verify any information.

Supply and delivery of one (1) brand-new Tractor Loader Backhoe (TLB), three (3) brand-new Mini TLBs with their trailers, and two (2) brand-new TLB trailers, on a once-off purchase basis. The TLB is for excavation, backfilling and loading soil, concrete and sand for infrastructure maintenance and repairs. Minimum TLB specifications: engine power 64 kW to 86 hp; minimum 4-cylinder in-line water-cooled diesel engine; 4x4 with hydraulic torque converter; multiple forward/reverse speeds with high/low ranges; hydraulic flow rate minimum 80 L/min; working pressure around 22.5 MPa; adjustable outrigger width; fuel tank capacity minimum 125 litres; air-conditioner and radio installed; minimum 36-month/5 000 hours warranty; service plan included in price; main body, arm and boom painted bright yellow; buckets, tracks and seating area black; front loader bucket minimum capacity 1.1 m3 and width 2.27 m; rear backhoe bucket minimum capacity 0.3 m3. Mini TLB minimum specifications: operating weight 1500 kg and above; engine power minimum 8.6 kW; dig depth 2.19 m and above; maximum reach at least 4 m; lifting capacity 1 000 to 10 000 pounds or more; travel speed and digging forces 1.6 mph and above; minimum 3-4 years or 4 000 hours warranty; hydraulic system with 3-pump system or more; fully enclosed; air-conditioner and radio; adjustable track width; easily accessible critical components; service plan included; trailer towable by standard bakkie complying with SA Road Traffic laws; main body, arm and boom bright yellow; bucket, tracks, blade and seating area black. Two-axle TLB drawbar trailer minimum specifications: gross trailer weight 18 000 kg; draw bar length within range for stability and clearance; dimensions – length 7200 mm, height 1213 mm, width 2385 mm, ramps length 2650 mm, draw bar length 1850 mm; two-axle configuration; suspension – leaf springs, air or independent; braking – two-line air brake system with ABS; minimum warranty 12 months; draw bar eye external diameter 100 mm, internal 50 mm, fitted with standard bush; heavy duty tyres and spare wheel fitted; 24-volt electrical system with 7-pin connection; robust steel platform with side boards, tail boards and lashing equipment; trailer body white, frame black. Bidders must complete the Critical Evaluation Datasheets for each item and provide OEM technical documentation to substantiate compliance.

Pricing must be submitted on the Pricing Schedule/Price List (Part C2), both in hard copy and populated digitally on the Transnet Digital Procurement System. The tender is subject to the 80/20 preference point system, indicating the estimated value is at or below R50 million inclusive of VAT. No alternative tender offers will be considered. Transnet may request audited financial statements for due diligence. Transnet may reject unduly high or unduly low tendered rates. No payment terms or bonds/guarantees are specified in the document.

Mandatory pre-qualification: valid registration with the Motor Industry Ombudsman of South Africa (MIOSA) – proof must be submitted and will be verified; expired or unverifiable registration is disqualifying. Full compliance with all Critical Evaluation Datasheets, supported by OEM technical documentation. Required with the tender: valid SARS Tax Clearance Certificate or TCS PIN; valid B-BBEE certificate from a SANAS-accredited verification agency or sworn affidavit confirming annual turnover and black ownership; proof of CSD registration; valid Letter of Good Standing (COIDA). Bidders must not be listed on the Register of Tender Defaulters or Transnet's restricted list. Must complete the Compulsory Enterprise Questionnaire (T2.2-07) with no conflicts of interest. Must sign the Non-Disclosure Agreement, RFP Declaration Form, Breach of Law declaration (T2.2-10), Service Provider Integrity Pact, Supplier Code of Conduct, POPIA agreement, and DPIP/FPPO declaration. Bidders must be registered on the CSD and provide supplier number and unique registration reference number.
