Centlec (soc) ltd invites quotations for the supply and delivery of laptops and tablets (m5 pro laptops and ipad air tablets with accessories) as per the attached specification. Bidders must submit hand-delivered, sealed quotations by 17 september 2026 at 11:00, and must meet mandatory requirements including csd registration, tax clearance, and specified preferential points for black, women, and youth ownership.
Quotations must be submitted in a sealed envelope with the quotation number on the front, hand-delivered to CENTLEC Supply Chain Management Offices, 30 Rhodes Avenue, Oranjesig, Bloemfontein, 9301, by 17 September 2026 at 11:00.
Emailed quotations will not be accepted.
Bidders must submit the quotation on company letterhead, bind documents in book format (ring-bound), indexed and page numbered; loose or stapled documents will be automatically disqualified.
Bidders must submit company registration documents (CK), a valid original Tax Clearance Certificate or SARS PIN, a CSD report, and certified ID copies of company owners.
Bidders must submit a municipal services clearance certificate (water, sanitation, rates, electricity) or a lease agreement with current bill and rates clearances, or a current bill of account not owing more than 90 days; an affidavit is not acceptable, only an official council letter of residence for non-billed areas.
All original supplementary/compulsory MBD forms must be completed in full and duly signed, including MBD 4 (Declaration of Interest) and MBD 9; failure may result in disqualification.
Bidders must submit a valid SANAS-approved B-BBEE certificate or Sworn Affidavit with the quotation; failure to submit will not lead to disqualification but no preference points will be awarded.
Quotation prices must exclude VAT but include delivery charges, and must be valid for at least 30 days from the date of offer.
Delivery must be within 30 days after receiving an official order.
CENTLEC reserves the right to request samples, to accept a portion of any quotation, and to appoint the second lowest bidder if the first bidder quotes incorrectly or requests price adjustments.
Payments will only be made to the company whose name appears on the official order; no third parties will be considered.
No quotations will be considered from persons in the service of the state.
Evaluation will use the 80/20 preference point system with specified goals: 50% Black owned (5 points), 50% Women owned (5 points), 50% Youth owned <35 years (5 points), and Locality (bidder must have a Centlec area of supply address) (5 points).
