2. Functionality evaluation (threshold: 95 out of 120 points).

• 3-5 reference letters = 10 points
• Less than 3 = 0 points
• References must be on client letterhead, signed, with contact details, describing services and voltage (11kV to 400V).
• Company experience (max 15 points):
• More than 5 years = 15 points
• 3-4 years = 10 points
• Less than 3 years = 0 points
• Human resources (max 60 points):
• Qualified artisan electrician (Heavy Current) with trade test certificate and 7+ years' experience = 20 points
• Qualified artisan electrician with Operation of Medium Voltage Network Certificate and 7+ years' experience = 20 points
• Qualified artisan electrician with Three Phase Wireman's License and 7+ years' experience = 20 points
• CVs without valid certificates receive 0 points.
• Location (max 15 points):
• Offices within 100km of SABC Head Office = 15 points
• 101-150km = 10 points
• More than 150km = 0 points
• Proof of physical address required (utility bill, council letter, lease agreement).
• Emergency response time (max 15 points):
• Within 1 hour = 15 points
• 2 hours = 5 points
• More than 2 hours = 0 points

3. Price and Specific Goals: 80/20 system (price 80 points, specific goals 20 points).

Objective criteria:

• Bidders in litigation with SABC may be excluded.
• Poor past performance with SABC may disqualify.
• Blacklisted or fraudulent bidders eliminated.
• Financial stability assessment may be applied.
• Cooling-off periods: 24 months for former employees, board members, independent contractors; 5 years for dismissed employees; criminal record must be expunged.

Scope: Maintenance and repairs of MV and LV switchgear at SABC Auckland Park (Radio Park and TV Centre).

Equipment to be serviced annually:

• 24 x 11kV MV vacuum switchgear panels
• 39 x 11kV MV oil switchgear panels
• 65 x 400V LV circuit breakers

Required services:

• Annual major maintenance on all MV and LV switchgear
• Service both vacuum and oil circuit breakers
• Full inspection, testing, and servicing of relays and panel components
• Protection relay testing and calibration
• Functional testing of interlocks
• Lubrication of moving components
• Quarterly inspection reports for MV and LV switchgear
• Emergency and ad-hoc call-out support
• Detailed maintenance and condition assessment reports

Specific maintenance tasks include:

• Inspect current-carrying parts and arcing contacts for overheating, cracks, or mechanical damage
• Check dielectric strength of oil; change or recondition if discoloured
• Check insulation, clean surfaces, remove carbon deposits
• Inspect circuit breakers for oil leaks
• Check closing and tripping mechanisms
• Test contact resistance across main and transfer contacts
• Check closing and opening times with speed recorder
• Check interlocks and shutters for proper operation
• Clean earthing contacts in cubicle
• Thoroughly clean tank and parts in contact with oil
• Ensure gaskets, nuts, and valves are properly tightened to prevent leaks

Approach: Perform annual major maintenance on all MV and LV switchgear, service vacuum and oil circuit breakers, conduct full inspection/testing/servicing of relays and panel components, provide emergency and ad-hoc call-out support, submit detailed maintenance and condition assessment reports, and provide quarterly inspection reports.

Company experience: minimum 5 years in switchgear maintenance service (points awarded for more).

Reference letters: minimum 3 from different clients for 11kV to 400V switchgear maintenance; more letters earn more points.

Key personnel:

• Qualified artisan electrician (Heavy Current) with trade test certificate and 7+ years' experience in switchgear maintenance.
• Qualified artisan electrician with Operation of Medium Voltage Network Certificate and 7+ years' experience.
• Qualified artisan electrician with Three Phase Wireman's License and 7+ years' experience in medium voltage.

CVs must include valid certificates; otherwise 0 points.

Maintenance must follow original manufacturer's specifications.

Detailed maintenance and condition assessment reports required.

Quarterly inspection reports for MV and LV switchgear.

Full report and certification after each maintenance service.

SABC may inspect goods/services; receipt does not constitute acceptance until tested against technical specifications.

Bill of Quantities required with itemised descriptions, quantities, and unit prices for:

• 11kV Vacuum Breakers (24 each)
• 11kV MV oil switchgear panels (39 each)
• 400V LV Breakers (65 each)

Prices inclusive of all costs. Base rates adjusted by CPI from 2nd and 3rd year (6.5% illustrative). Unscheduled rates apply during breakdowns.

Pricing format:

• Submit a detailed Schedule of Quantities with itemised descriptions, quantities, and unit prices.
• Prices quoted in South African Rand, VAT separate.
• Prices inclusive of all costs (labour, tools, materials, consumables, transport, overheads, liabilities, risks, obligations, profit).
• Prices fixed for first year; adjusted by CPI from 2nd and 3rd year (6.5% illustrative).
• Unscheduled rates apply during breakdowns and repairs.

Payment terms: 60 days from date of invoice.

Bank details required for payment (name, account number, sort/swift code).

Liability insurance required (condition of contract).

Safety of users is a key consideration; maintenance must be done in line with manufacturer's specifications.

Contract duration: 3 years.

Bid validity: 180 days from bid closing.

No cession or delegation of obligations without prior written SABC approval.

Representations in the bid become binding on acceptance.

SABC may change services and require re-bid.

SABC may cancel bid at any time (change in requirements, budget unavailability, irregularity, non-responsive bids).
