Pricing must be firm and inclusive of VAT. The offer must remain valid for 30 days from the closing date. All delivery costs must be included. The Bill of Quantities must be completed in full. Grand total including VAT must be stated.

Pricing: firm prices only, inclusive of VAT. Non-firm prices (including exchange rate variations) will not be considered.

• Valid company proof of address and/or director's proof of residence (latest municipal statement not older than 3 months, not in arrears for more than 90 days, or valid lease agreement). If there are two or more directors, all must submit proof.
• Valid COIDA certificate (letter of good standing) from the Department of Labour.
• Company shareholder certificate(s).
• ID copy of owner(s) of the company.
• If a joint venture, a valid JV agreement signed by all parties, with all individual parties' mandatory documents. The agreement must set out contributions, percentage participation, management body, dispute resolution, and flexibility.
• Proof of registration with the Central Supplier Database (CSD) at National Treasury, compliant with all regulatory requirements.
• Tax compliance: provide a SARS TCS PIN or CSD number. Foreign suppliers must complete the pre-award questionnaire (Part B:3).
• Bidders must not be in the service of the state.
• Bidders must not be listed on the National Treasury's Database of Restricted Suppliers or the Register for Tender Defaulters, and must not have been convicted of fraud or corruption in the past five years.
• Bidders must not owe municipal rates and taxes in arrears for more than three months.
• B-BBEE: specific goals are 51% or more women owned (10 points) and locality within COJ (10 points). Proof must be submitted to claim these points.

Contract default and penalties:

• If the supplier fails to execute the contract as intended, delays delivery, performs poorly, or misrepresents information, JCPZ may:
• Notify the supplier to remedy the failure (except for deliberate fraud or misleading information).
• Terminate the contract after the notice period if performance has not improved.
• Impose a monetary penalty for any loss suffered.
• Automatically appoint the second-best supplier to complete the work.
• Advise the CIDB of poor performance or termination, where construction-related.
• No goods, work or service may be prepared or delivered before an official order is received.
• JCPZ may block suppliers from doing business for at least a financial year for abuse of SCM, corruption, fraud, or non-performance.

Special conditions:

• Accepted RFQs will be communicated by an official order; no work may commence before the order is received.
• The closing and opening of RFQs is open to all service providers who submitted quotations.
• The lowest or any quotation will not necessarily be accepted; JCPZ may accept any offer in whole or in part.
• Compliance documents may be requested only from qualifying, shortlisted or recommended service providers; they must respond within 7 days of the request or be eliminated.
• JCPZ is committed to combating fronting; contracts with fronting enterprises will be cancelled, the supplier blacklisted, and reported to authorities.
