Disqualification risks

• Mandatory returnable documents not submitted by the closing date and time.

Specific goals (20 points)

• Bidders with a B-BBEE contributor status level of 2 or better qualify for the full 20 points.
• Evidence: a B-BBEE certificate (not limited to SANAS-accredited verification) or a sworn affidavit; joint ventures may submit a consolidated scorecard.
• Failure to submit the required proof means the specific-goals points are not claimed.
• PRASA may require a bidder to substantiate any preference claim before adjudication or afterwards.

Other evaluation rules

• Administrative responsiveness covers completeness of the response, all returnable documents and certificates, warranties and bid formalities; incomplete bids are disqualified.
• PRASA awards to the highest-scoring bidder unless objective criteria justify another award.
• If the highest-scoring bid's price is not market-related, PRASA may negotiate with the highest, then second, then third highest scorer; if no market-related price is agreed with the third, the RFQ must be cancelled.

Scope

• Rental of three aluminium mobile office containers for nine months.
• Each unit is 12 m long × 3 m wide (standard height approximately 2.6 m to 2.8 m).
• Units must be delivered fully assembled, or modularly configured where transport requires it, ready for immediate on-site deployment and utility connection at 23 Kgosi Mampuru Street, Pretoria.

Construction

• High-strength structural steel chassis with corrosion-resistant treatment, clad in durable weatherproof aluminium panels.
• High-density polyurethane (PU) or EPS sandwich panel insulation in walls and roof for thermal and acoustic performance.
• Flooring: heavy-duty marine-grade plywood or fibre-cement board overlay finished with commercial-grade vinyl sheeting or heavy-duty carpet tiles.

Internal layout

• Each 12 m × 3 m container must be partitioned into three separate individual office rooms.
• Internal partition walls must be sound-attenuating and match the interior finish.

Fittings per room

• One secure, lockable heavy-duty steel or aluminium hollow-core/panelled door with heavy-duty hinges and a quality cylinder lockset, including three sets of keys.
• One aluminium-framed sliding window with burglar bars and professionally fitted curtains or blinds.
• One energy-efficient split-type inverter air-conditioning unit with cooling and heating, minimum 9,000 BTU or sized to the room volume.
• One SANS-compliant switched double socket outlet (220V–240V).

Electrical and utilities per container

• Integrated certified distribution board with miniature circuit breakers and earth leakage protection (ELCB/RCD) to local electrical safety standards.
• Energy-efficient LED ceiling light fixtures, at least one per room, plus exterior entryway lighting.
• Weatherproof industrial plug-in socket or dedicated armoured cable tail for grid connection.

Compliance and warranty

• Fully sealed against water ingress, dust and rust; external electrical junctions rated IP55 or better.
• Must comply with local occupational health and safety regulations and SANS standards, or equivalent international standards.
• Minimum 12-month manufacturer warranty covering structural integrity, roof leaks and electrical/HVAC workmanship.

Pricing must be submitted strictly in the prescribed schedule format; using a different format may render the bid non-responsive.

Prices must be quoted in South African Rand, inclusive of all applicable taxes, on a firm basis with the basis indicated.

A cost breakdown, the Bill of Quantity (where applicable) and the price escalation basis and formula must be provided.

Discounted prices are considered only at the final evaluation stage and only if unconditional.

Pricing

• Prices must be quoted in South African Rand and include all applicable taxes.
• The price offer must be firm, with the basis clearly indicated.

Payment

• PRASA pays within 30 days of receipt of a correct tax invoice.
• Payment may be made in a currency other than Rand, using a single exchange rate and not exceeding the amounts in the order/contract.
• No payment is made for containers or packing materials unless the order states otherwise.
• No payment is made where the supplier fails to provide the items as ordered.

Market-related pricing

• If the highest-scoring bid is not market-related, PRASA may negotiate with the highest, then second, then third highest scorer; if no agreement is reached with the third, the RFQ must be cancelled.

Registration and tax

• Bidders must self-register on National Treasury's Central Supplier Database (CSD) at https://secure.csd.gov.za/; business may not be awarded to a bidder not registered on the CSD. Only foreign suppliers with no local registered entity are exempt.
• A valid SARS tax compliance status PIN must be supplied, or a CSD number where no PIN is available.
• In consortia, joint ventures or sub-contracting arrangements, each party must submit a separate tax compliance certificate, PIN or CSD number.

• The successful bidder must comply fully with all applicable national and local laws and regulations.
• Foreign suppliers must complete the foreign supplier questionnaire in SBD 1.

The containers must comply with local occupational health and safety regulations and SANS standards, or equivalent international standards.

External electrical junctions must be rated IP55 or better, and each container must be fully sealed against water ingress, dust and rust.

Electrical installations must conform to local electrical safety standards, including a certified distribution board with miniature circuit breakers and earth leakage protection.

General conditions of purchase

• The conditions form the basis of the contract; no PRASA servant or agent may vary them orally, and they are subject to any special conditions prescribed in writing.
• Payment is made within 30 days of receipt of a correct tax invoice.
• The supplier must deliver on or before the date in the order, mark each consignment with its name and destination details, include a packing note, send an advice note on dispatch and submit a detailed priced invoice.
• Title to and risk in the items pass to PRASA on acceptance.
• PRASA may reject non-compliant items in writing and require replacement or re-work; rejected items are returned at the supplier's risk and cost, and the supplier bears the cost of replacement.
• The supplier warrants the items meet PRASA's requirements, are fit for purpose and remain free from defects for one year from acceptance, unless another period is stated in the order.
• The supplier indemnifies PRASA against claims arising from its negligence, infringement of rights, breach of statutory duty, or defective design, materials or workmanship.
• Sub-contracting requires PRASA's prior approval; the successful bidder remains liable for performance.
• The contract is governed by South African law, with non-exclusive jurisdiction of the South African courts.

Funding contingency

• PRASA has National Treasury approval under section 79 of the PFMA to depart from paragraph 8.4 of PFMA SCM Instruction No. /22.
• Budget provision for this RFQ was not complete when the RFQ was issued; PRASA will make provision before award.
• Any award is subject to PRASA securing the funding allocation and confirming sufficient budget.
