Supply of 75,000 rolls of tamper-evident sealing tape for the electoral commission (iec)

Submit bids online via the Electoral Commission’s eProcurement system (https://votaquotes.elections.org.za). Bidders must be registered and approved on this platform to participate. Required submissions: (1) A sample of the tamper-evident sealing tape in a small packaging box, clearly marked with the bidder’s name and auction number (0010565668). (2) A written proposal including: a letter explaining the tape’s features and expected shelf life, confirmation of capacity to control design/production, and proof of industry experience (contactable references or purchase orders for similar products). (3) All samples and written proposals must be delivered to: Supply Chain Management, Election House, Riverside Office Park, 1303 Heuwel Avenue, Centurion, Pretoria. Deadline: Closing date and time as stipulated on the eProcurement system (2026-06-09T11:00:00.000Z). Late submissions will be disqualified. Samples will not be returned. Evaluation occurs in three stages: (1) Bid Compliance and Disclosure: Bidders must be registered on the National Treasury Central Supplier Database (CSD) and tax compliant. Bidders must not be state employees, tender defaulters, or restricted suppliers. SBD4 form must confirm compliance with the Prevention and Combating of Corrupt Activities Act and Competition Act. Non-compliance disqualifies the bid. (2) Functionality: Phase 1 checks: sample submission, accompanying letter (features and shelf life), written submission on design/production control, and proof of industry experience. Phase 2 checks: tape specifications (total transfer type, 15m rolls, 45-50mm width, perforations, security alert message, performance on corrugated board), packaging demonstration, and printing capability. Subcontracting is allowed only with formal written agreements. Failure in any Phase 1 or 2 criterion disqualifies the bid. (3) Bid Adjudication: Acceptable bids (market-related, ≤ R50M including VAT) are scored using the 80/20 PPPFA preference point system based on B-BBEE status (Level 1: 20 points, Level 8: 2 points, Non-compliant: 0 points). Failure to submit supporting documents for preference claims results in zero points.

Scope: Supply and delivery of 75,000 rolls of tamper-evident sealing tape. Product requirements: (1) Total transfer type, without liner. (2) Supplied in 15-meter rolls. (3) Width: 45-50mm. (4) Perforated at 500mm intervals (±50mm tolerance) to form strips; perforation must separate under mild tension. (5) When peeled, must reveal a security alert message on both the tape and sealed surface (carrier and substrate). (6) Must demonstrate good initial tack and perform effectively on plain and printed corrugated board (cartons). (7) Colour: Primary colour (finalised at contracting), with white or clear printing. (8) Printing: Must carry customized IEC wording/symbols (e.g., IEC logo); final specs determined at contracting. Packaging: (1) Individually packed in small boxes, sealed with tamper-evident adhesive. (2) Small boxes packed in cartons (100 units per carton). (3) Cartons stacked on 1,000mm x 1,200mm four-way entry pallets, strapped, plastic-wrapped, max height 1.5m, max weight 500kg per pallet. (4) Cartons must be labeled with: contents, quantities, weight, and service provider details. Shelf life and features must be documented in a letter accompanying the sample. Quality control: IEC reserves the right to inspect premises during production and before delivery. All goods must meet specifications at delivery. Deliveries must be made directly by the service provider (no third-party deliveries) and require prior notification to IEC contact person.

Pricing: (1) Bids must be placed online for the correct unit of measure: per roll of tape. (2) All prices must include VAT and cover all production variables (packaging, delivery, etc.). (3) Cost of packaging and delivery is included in the bid price; packaging materials (including pallets) become IEC property post-delivery. (4) Prices cannot be negotiated or amended after auction closure. (5) Erroneous low bids cannot be adjusted upwards. Payment terms: (1) No payment before full delivery and acceptance of goods. (2) Payment requires original invoice and signed delivery notes. (3) Payment processed within 30 days of receipt of valid tax invoice and signed delivery notes, provided quality and performance are satisfactory. (4) No partial deliveries accepted unless prior IEC approval. (5) Late or non-conforming deliveries will not be paid for. Delivery notes must be signed by both parties and clearly state the service provider’s name, quantity of items delivered (pallets, boxes, actual quantities). Waybills are not accepted as delivery notes.

Mandatory compliance: (1) Bidder must be registered on the National Treasury Central Supplier Database (CSD). (2) Bidder must be tax compliant (per National Treasury Instruction No. 2018). (3) Bidder must not be an employee of the state. (4) Bidder must certify via SBD4 that their conduct does not violate the Prevention and Combating of Corrupt Activities Act, 2004, or the Competition Act, 1998. (5) Bidder must not be listed on the Register of Tender Defaulters or the list of Restricted Suppliers. (6) Subcontracting requires formal written agreement defining scope, deliverables, timelines, and performance specs. Due diligence: Successful bidders will undergo a comprehensive audit, including site inspections of manufacturing, packaging, and dispatch facilities, as well as equipment/machinery verification. Bidders must be established operators in the relevant industry with direct control over product design and production, supported by contactable references or purchase orders for similar projects.
