Submit bids by 26 May 2026 at 11:00 via email to the State Security Agency. Late bids will not be accepted. Use the official forms provided (do not re-type). Quotations must be on company letterhead, stamped, and include: physical address, telephone numbers, company registration number, VAT registration number (if applicable), date, and signature. Quotation validity: 30 days. Indicate delivery period. Strict adherence to specification is required. Quoting on fewer items or quantities than requested will invalidate the quotation. All bids must include SBD 4 (Bidder’s Disclosure) — failure to do so will disqualify the bid. Successful bidders will be required to complete and sign SBD 7 (Contract Form).

Evaluation will use the 80/20 preference point system under the Preferential Procurement Policy Framework Act, 2000, and Preferential Procurement Regulations, 2022. Points breakdown: 80 points for price (lowest acceptable tender used as baseline), 20 points for B-BBEE Status Level of Contributor. B-BBEE points are awarded as follows: Level 1 = 20 points, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. Bidders must submit proof of B-BBEE status (certificate or sworn affidavit for EMEs/QSEs) to claim points. Bids must be tax compliant (SARS PIN or CSD registration). No bids accepted from persons in the service of the state, companies with state-employed directors/members, or entities listed in the Register for Tender Defaulters/Restricted Suppliers. Bidders must declare no conflicts of interest (SBD 4) and confirm bids are independent (no collusion).

Required items: 1) ABBYY FineReader PDF Corporate 16: 12 volume licenses (per seat, 1-year subscription) for Financial Officers. 2) ABBYY FineReader Server Maintenance & Support (M&S) 2026/27: 1-year annual support for ABBYY FineReader Server, including Export to Searchable PDF, XML and SharePoint module, Asian languages OCR, and Arabic OCR (validity: 8 May 2026 – 7 May 2027) for NC Officers. Quotations must strictly adhere to specifications. Delivery period must be indicated.

Quotation must include total bid price (inclusive of VAT). Payment terms: within 30 days of receipt of original invoice and statement. Valid Tax Clearance Certificate must be submitted for goods/services valued at R30,000 or more — failure to submit will invalidate the offer. Pricing must cover all requested items and quantities. Quoting on fewer items or quantities than requested will invalidate the quotation.

Mandatory compliance: Submit CSD registration number (failure invalidates bid). Submit Tax Compliance Status (TCS) PIN (apply via SARS e-filing at www.sars.gov.za) or TCS certificate. If no TCS PIN is available, provide CSD number. For consortia/joint ventures, each party must submit a separate TCS certificate/PIN/CSD number. Submit SBD 4 (Bidder’s Disclosure) — failure disqualifies bid. Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Submit Workmen’s Compensation Fund certificate of good standing (where applicable). Submit Health and Safety file (where applicable). Foreign suppliers must complete the tax residency questionnaire if applicable. State employees, companies with state-employed directors, or close corporations with state-employed members are disqualified.
