Evaluation is based on a points system with a minimum qualifying score of 60/100 for functionality. Functionality criteria and weights: (1) Years in the industry (40 points): 0 years = 0, >0-<2 years = 10, ≥2-<4 years = 20, ≥4-<6 years = 30, ≥6 years = 40. (2) Previous implementation project size (30 points): No response = 0, Small (<1000 users) = 10, Medium (≥1000-<5000 users) = 20, Large (≥5000 users) = 30. (3) Types of ILM solutions implemented (30 points): 0 types = 0, 1 type = 5, 2 types = 15, 3 types = 30. Evidence must be verifiable and submitted via Schedules F.13C, F.13D, and F.13E. Only tenders achieving the minimum functionality score will proceed. Preference points may apply per Preferential Procurement Regulations 2022 (Schedule F.4). The highest-scoring bidder wins, with a standby bidder appointed at CCT’s discretion if their solution matches the winner’s. Schedules A, B, and C are awarded as one group (winner-takes-all). Financial evaluation considers OEM retail price lists, mark-up percentages, and compliance with pricing instructions in Price Schedule (C.4).

Scope: Supply, installation, maintenance, and support of an Identity Lifecycle Management (ILM) solution for the City of Cape Town, including Identity Governance and Administration (IGA), Privileged Access Management (PAM), and Identity Proofing solutions. Contract period: 10 years from commencement, subject to MFMA Section 33. Functional requirements: Detailed in Schedules A (IGA), B (PAM), and C (Identity Proofing). Non-functional requirements: Applicable to all three streams (IGA, PAM, Identity Proofing), including performance, scalability, and security standards. Additional requirements: Training services (Schedule 6.8), implementation (Schedule 6.9), maintenance and support (Schedule 6.10), professional services (Schedule 6.11), managed services (Schedule 6.12), and change management (Schedule 6.13). Data handling must comply with CCT Data Access Specifications and IS&T Standards (Annexure G). OEM accreditation/authorisation is mandatory for software solutions, with proof of authority to sell, distribute, implement, and support the proposed solution. Tenderers must submit OEM Retail Price Lists for each product listed in the Price Schedules (Schedule F.13B).

Pricing must comply with instructions in Price Schedule (C.4). Submit detailed OEM Retail Price Lists for each OEM product (Schedule F.13B). The CCT reserves the right to verify OEM Retail Price Lists directly with manufacturers. Award will consider OEM(s) indicated, retail price offered, and mark-up percentages applied. Payment terms and contract price adjustments are outlined in Schedule F.1 (Contract Price Adjustment and/or Rate of Exchange Variation). Performance security/guarantee (Annexure C) and advance payment guarantee (Annexure D) may be required. Tender fee: R200 (non-refundable for hard copies; not applicable for website downloads). Financial stability and capability to fulfill contract obligations are required. Proof of insurance (e.g., performance security, advance payment guarantee) must be provided.

Tax compliance: Valid Tax Compliance Status PIN from SARS must be submitted with the tender or verified via CSD/e-Filing. Non-compliance may result in rejection. Tenderers must not be restricted or debarred from doing business with CCT or any government entity.
