• Deadline: 30 July 2026 at 11:00. Late bids will not be accepted.

• Signature requirements: Individuals must sign personally or provide proof of authority. Companies must submit a board resolution authorising the signatory. Joint ventures must provide the original or notarised joint venture agreement and authorisation certificates.

Bidders must be registered on the National Treasury Central Supplier Database (CSD), be tax compliant with SARS, and have active CIPC registration. They must not be persons in the service of the state or companies with directors in state service. Foreign suppliers must answer a specific questionnaire; if not resident in RSA, a TCS PIN may not be required. The contract will be governed by the National Treasury General Conditions of Contract (NT GCC).

• Scope: Supply and delivery of 40/19 Ready-Mix Concrete for the Kwaggaskloof Dam Rehabilitation Project in the Western Cape.
• Quantity: 300 m³.
• Technical compliance must be declared in Technical Information section 3.2.15 of the bid document.
• Bidders must submit material specifications and the concrete mix design as part of their bid.

• The bidder may need to conduct testing to demonstrate that their offer meets requirements. The Department is not liable for these costs.

• Tax Compliance: Submit your SARS PIN or a printed TCS certificate. If registered on CSD but no PIN, provide your CSD number. Each party in a consortium/JV/sub-contract must submit separate proof.
• Central Supplier Database (CSD): Registration is mandatory. Submit your CSD report.
• Company Registration: Active registration with CIPC is required. Submit a copy of your CIPC certificate.
• B-BBEE: Submit an original or certified copy of your B-BBEE Status Level Verification Certificate.
• Local Content: Cement supply must meet the minimum local production and content threshold stipulated by the DTI. Complete Annexure C (Local Content Declaration – Summary Schedule).
• Authorised Signatory: Provide a letter of appointment and proof of authority (e.g., board resolution for companies).
• Foreign Suppliers: If applicable, complete the foreign supplier questionnaire regarding residency, establishment, and tax liability in South Africa.
• State Employees: Bids from persons in the service of the state, or companies with directors/members who are state employees, will not be considered.

• Preference points are allocated for B-BBEE status level 1 or 2 contributors who are Exempted Micro Enterprises (EME) or Qualifying Small Enterprises (QSE).
• 3 points are available under the specific goals for this B-BBEE criterion.
• Submit a B-BBEE verification certificate from a SANAS-accredited agency or a sworn affidavit if you are an EME/QSE.

• Standard government procurement terms apply as per NT GCC. Special Conditions may modify these.
