Bidders with outstanding tax obligations or invalid Tax Compliance Status (TCS) certificates will be disqualified. Bidders found guilty of corrupt, fraudulent, or collusive practices will be disqualified and may face legal penalties. Scope: Appointment of a service provider to render employee well-being services for the Department of Land Reform and Rural Development (DLRRD) for 24 months (2 years) on a fee-for-service contract. Deliverables: Employee well-being services as per the terms of reference (attached in bid documents). Standards: Must conform to the General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC) provided. Service levels: Details specified in the terms of reference and SCC. Note: The National Industrial Participation (NIP) Programme applies if imported content exceeds USD 10 million (or equivalent). NIP obligations (30% of imported content) must be discharged within 7 years via agreements like investments, joint ventures, or subcontracting, administered by the DTI.

Pricing: Submit pricing on official forms (SBD1, SBD4, etc.). Fee-for-service contract. Sole agents/suppliers must disclose market price after discount or net profit percentage for fairness assessment. Performance security: Successful bidder must furnish a performance guarantee (e.g., bank guarantee, irrevocable letter of credit, or cashier’s cheque) within 30 days of contract award, as specified in SCC. Value: Amount specified in SCC. Currency: Rand (unless otherwise stipulated).
