• Submit a fully compliant Health & Safety file (method statements, risk assessments) aligned to the scope.
• Provide a signed Section 37(2) agreement between WRC and the contractor.
• Include an OHS safety plan.
• Provide proof of statutory compliance: Letter of Good Standing from the Compensation Fund and valid Public Liability Insurance.
• Attach competency certificates for all personnel on site.
• Submit contractor appointment letters.
• Provide a work programme with timelines, access requirements and anticipated disruptions.
• Supply all close‑out documents: certificates of compliance for electrical, fire detection, plumbing, HVAC (if applicable), final snag‑list closure and handover paperwork.
• Complete SBD 4 (Declaration of Interest) and SBD 6.1 (Preference points claim).
• Attach a valid SARS tax clearance certificate (or PIN for e‑Filing verification) and a valid B‑BBEE certificate (original or certified copy) before the closing date.
• Ensure all bid documents are received before the closing time (23 January 2026 @ 11:00).
• Late bids will be rejected; fraudulent information will lead to disqualification.
• Bidders declared insolvent must provide proof of rehabilitation.
• All prices must be VAT‑inclusive.

Phase 1 – Admin Compliance: verify that bid forms, SBD 1, SBD 4, SBD 6.1, tax clearance, B‑BBEE certificate and CSD compliance report are complete.

Phase 2 – Mandatory Requirements: attendance at compulsory site visit and proof of CIDB grading 2SE or higher.

Phase 3 – Specification Compliance: assess conformity with the detailed scope of works (removal, demolition, screed, paint, electrical, etc.).

Phase 4 – Price and Preference: 80 % weight to the quoted price (benchmark against the lowest quote) and 20 % to specific PPPFA goals (B‑BBEE level, empowerment of historically disadvantaged persons, SMME support, etc.).

Only bidders meeting the minimum functional criteria progress to the next phase; technical scores may be re‑evaluated after site inspections or presentations.

Scope: White‑boxing of the 2nd and 3rd floors, Lynnwood Bridge Office Park (Pretoria).

Deliverables:

1. Removal of existing shopfronts, ceilings, floor tiles, drywall partitions, kitchenettes, water points, waste points, water meters, stackable partitions and wooden doors.

2. Demolition and rubble removal, transport and site clearance.

3. Supply and application of self‑levelling screed and paint (materials and labour).

4. Removal and reconnection of electrical fittings and cables to DB box.

5. Supply of all required certificates of compliance (electrical, fire detection, plumbing, HVAC) and final handover documentation.

Standards: Must comply with WRC’s health & safety, CIDB grading 2SE+, and all relevant building codes. Service Level Agreement will be signed with the successful provider.
