• Submit 1 original bid and 2 hard‑copy copies plus 1 electronic copy on USB as instructed.
• Use a two‑envelope system: technical proposal in one envelope, pricing proposal in a separate envelope clearly labelled.
• All documents must be signed in black ink; original signatures required.
• Returnable documents (SBD 1‑7) must be fully completed and attached, including:
• Invitation to Bid (SBD 1)
• Bidders’ Disclosure (SBD 4)
• Preference Claim Form (SBD 6.1)
• Detailed pricing schedule (SBD 3)
• Contract form (SBD 7) (if applicable)
• Proof of Central Supplier Database (CSD) registration and tax compliance (SARS Tax Verification PIN) must be submitted with the bid.
• Late bids or bids submitted to any address other than the tender box will be rejected.
• Non‑compliance with any returnable document or missing signature will result in disqualification.

• Evaluation occurs in three phases:

1. Mandatory Technical Evaluation – verify that all mandatory requirements (e.g., director qualifications, CSD registration, tax compliance) are met; non‑compliance leads to disqualification.

2. Technical/Functional Evaluation – bidders must achieve at least 70 % to progress. Points are allocated for:

• Company experience (10+ years = 5 pts, 7‑10 years = 4 pts, 5‑6 years = 3 pts, <5 years = 0)
• Reference letters (5 letters = 5 pts, 4 = 4 pts, …)
• Director/Partner experience (10+ years = 5 pts, 7‑10 = 4 pts, 5‑6 = 3 pts, <5 = 1 pt)
• ICT audit lead qualifications (CISA/CRISC with >10 yrs = 5 pts, 7‑10 = 4 pts, 5‑6 = 3 pts, <5 = 2 pts)
• Internal audit manager qualifications (CIA/CA(SA) with >6 yrs = 5 pts, 4‑6 = 4 pts, etc.)
• Auditors’ CVs and experience (≥4 yrs = 5 pts, 2‑4 yrs = 3 pts, <2 = 1 pt)
• Methodology & approach (covers risk‑based audit, ICT audit, data analytics, reporting, QAIP, team structure) – full compliance = 5 pts, partial = 3 pts, none = 0.
• External Quality Assurance Review (EQAR) – GC opinion within 5 years = 5 pts, PC or older = 3 pts, none = 0.

3. Price & Preference Evaluation – price scored out of 80 pts (lowest compliant price gets highest score) and specific‑goal (preference) points out of 20 pts, supported by valid B‑BBEE certificate or sworn affidavit.

• Total possible points = 100. Bids must pass each stage to be considered.

Scope: Provide fully outsourced internal audit services for MHSC for 36 months, including:

• Annual update of Internal Audit Charter.
• Development of three‑year rolling risk‑based audit plan.
• Preparation of audit methodology and Quality Assurance & Improvement Plan (QAIP).
• Execution of assurance and advisory engagements per GIAS.
• Probity reviews of high‑value tenders as required.
• Quarterly performance audits of programmes.
• Capability to perform performance audits in research area.
• Special reviews on request.
• Annual written assessment of governance, control and risk management.
• Coordination with other assurance providers and support to Corporate Governance Officer.
• Quarterly reporting to EXCO and ARC covering progress, findings, independence confirmation, follow‑up outcomes and coordination feedback.
• Attendance at key governance committees.
• Thought‑leadership contributions (publications, alerts, best‑practice sharing).

Key competency requirements:

• Key personnel must be registered with IIA and/or SAICA; director must have >10 years audit experience, ≥5 years director experience and be a CIA or CA(SA).
• EQAR with overall opinion of Generally Conforms within the last five years.
• All working papers remain MHSC property.

• Prices quoted in South African Rand, VAT inclusive.
• Complete the pricing schedule (SBD 3) with hourly rates for Director, Manager, Supervisor/Senior Auditor, Auditor and Specialists for each contract year.
• Include any exchange‑rate assumptions for imported goods/services.
• Submit pricing proposal together with technical proposal; label the pricing folder clearly.
• No separate disbursements are allowed unless expressly stated.
• No additional costs beyond those quoted (including taxes, overheads, CPI/PPI adjustments) may be claimed after award, except as permitted in the signed contract.

• Must be registered on the Central Supplier Database (CSD) and provide proof of registration.
• Must provide a valid Tax Verification PIN (SARS) or CSD supplier number.
• Provide B‑BBEE certificate or sworn affidavit to support any preference claim.
• Key personnel must hold current registrations with IIA and/or SAICA; attach proof.
• Director/Partner must be CIA or CA(SA) with required experience.
• Provide evidence of External Quality Assurance Review (EQAR) with GC opinion within the last five years.
• All documents must be on official company letterhead.
• Submit at least five verifiable reference letters from public‑sector clients for internal audit work (minimum 5 years experience).
• Adhere to POPIA, Mine Health and Safety Act and Occupational Health and Safety Act provisions.
