Evaluation follows a multi-stage process: (1) Administrative compliance (mandatory documents), (2) Functionality (minimum 70 points to advance), (3) Site Visit (demo/presentation, max 10 points), (4) Price and Preferential Procurement (80/20 system). Administrative stage: Non-submission of SBD 1, SBD 2, SBD 3.1, SBD 4, Certificate of Authority, or Record of Addenda results in disqualification. CSD registration, CIPC certificate, and ID/passport copies are required but non-submission does not automatically disqualify. Functionality stage (max 90 points): Criteria include solution design (10), project plan (8), change management (8), service management (8), SLA response (8), implementation team CVs (30 points: 15 for qualifications, 15 for experience), and bidder’s experience (20 points for up to 5 relevant projects in the last 5 years). Minimum 60 points required to advance to site visit. Site visit stage (max 10 points): Demo presentation (4), network operation center (2), call center (2), proposed hardware (2). Minimum 70 combined points (functionality + site visit) required to proceed to price evaluation. Price stage: Uses 80/20 preference point system (80 points for price, 20 for B-BBEE). Scope: Supply, install, and maintain SD-WAN with managed firewalls, Unified Communication Platform (UCaaS), and domain management for 36 months. Requirements: SD-WAN must include routing/terminating devices at each office, internet breakout per device, firewall (min 1 Gbps), ISP and DMZ per device, WAN (min 1 GbE SFP, 1 GbE RJ45), LAN (min 4x GbE RJ45, 1 GbE SFP), and 500 Mbps site-to-site VPN. Redundant secondary connection via a different route than primary fibre. UCaaS/CCaaS platform must be cloud-hosted with high availability, disaster recovery, and continuous operation. Enterprise telephony must support VoIP, Microsoft Teams phone bridge to PSTN, call management, call/video recording, voicemail, call queues, and BYOD. PSTN Direct Routing must enable connectivity for Teams with any PSTN operator via a secure Session Border Controller (SBC). Meetings: Support physical, virtual, and hybrid meetings with HD audio/video, screen sharing, virtual whiteboards, recording, and virtual backgrounds (Microsoft Teams integration preferred). Unified Messaging: Integrate voicemails, call recordings, address books, emails, and chat into Microsoft 365. Omnichannel support for external stakeholders (SMS, WhatsApp, Facebook Messenger, voicemail) must integrate with Dynamics 365 Customer Service. Softphone app must show presence/availability. Current environment: Distributed network with 9 regional offices, each with local internet breakout, DMZ, and bandwidths ranging from 10-500 Mbps. Current UCaaS uses Teams, Cisco UC Phone, and Contact Centre with softphone/digital switchboard. Centralised numbering system (012-482 xxxx).

The cidb reserves the right to benchmark prices during and after evaluation. Bidders must demonstrate financial stability to fulfill the 36-month contract.
