Submit electronically to [email protected]. Use RFQ number (6710/05/06/2026) and description as email subject. File size must not exceed 25MB per email; split into multiple emails if needed. Cloud-based submissions (e.g., WeTransfer, Google Drive, Dropbox) are not accepted. File names must be short and simple. Late submissions or submissions to incorrect addresses will be disqualified. Mandatory returnables: Portfolio of Evidence, CV of Graphic Designer(s) with Diploma in Graphic Design/Visual Arts/Communication and 7+ years’ experience using Adobe Suite (Photoshop, Illustrator, etc.), and Annexure B (Pricing Schedule). Essential returnables: Annexure C (SBD 1), Annexure D (SBD 4), Annexure E (Preference Points Form), and Annexure F (Non-Disclosure Agreement). All documents must be completed and signed by an authorized representative.

Evaluation occurs in two phases: Phase 1 (Elimination Criteria) and Phase 2 (Price and Preference Points). Bidders failing Phase 1 are disqualified. Phase 1 criteria: Late submissions, incorrect submission location/email, listing on NT Register of Tender Defaulters or Restricted Suppliers Database, missing mandatory returnable documents (Portfolio of Evidence, CVs, Pricing Schedule), or failure to meet technical specifications. Phase 2 uses the 80/20 Preference Point System: 80 points for price (lowest acceptable bid scores highest), 20 points for B-BBEE Black Ownership (100% Black Ownership = 20 points). Bidders must submit Annexure E (Preference Points Form) and valid B-BBEE certificate (SANAS-accredited) to claim points. Joint ventures/consortia must submit consolidated B-BBEE scorecards and separate TCS PINs/CSD numbers for each party.

Scope: Supply and delivery of graphic design services for the CSIR’s Innovation Support & Enablement Programme (ISEP). Deliverables include: Brand Identity (logos, brand guidelines, colour palettes, letterheads), Digital/Web Assets (UI designs, landing pages, web banners, email templates), Social Media & Marketing (static/animated posts, banners, infographics, campaign visuals, GIFs), Print & Advertising (flyers, posters, brochures, magazine layouts, billboards, signage, packaging), Presentation & Corporate Documents (pitch decks, PowerPoint templates, annual reports, company profiles, proposals, case studies), Illustration & Custom Graphics (custom illustrations, icon sets, data visualisations, storyboards, mascot design), and Environmental & Experiential Design (event branding, exhibition stands, signage, branded merchandise). Services are time-based: 30 hours/month for 12 months (360 hours total). Each ISEP project (e.g., Innovation Bridge Portal, Innovation Voucher Programme, Technology Innovation Challenges) must be uniquely positioned.

Pricing must be in South African Rand (ZAR), inclusive of all applicable taxes and less unconditional discounts. Use Annexure B (Pricing Schedule/Bill of Quantities) for detailed pricing. Include all costs (freight, insurance until acceptance, duty where applicable). Clearly indicate if prices are subject to escalation or exchange rate fluctuations, including the currency and rate of exchange (ROE) used. Payment terms: CSIR Payment Terms and Conditions. Explanatory notes are required for deviations from the Pricing Schedule.

Registration on the Central Supplier Database (CSD) is mandatory (www.csd.gov.za). Tax Compliance Status (TCS) PIN from SARS is required; submit via e-filing (www.sars.gov.za) or provide a printed TCS certificate. For consortia/joint ventures, each party must submit separate TCS PINs and CSD numbers. Valid B-BBEE certificate (SANAS-accredited) required to claim preference points. No bids accepted from state employees, companies with state-employed directors, or close corporations with state-employed members. Submit Annexure C (SBD 1), Annexure D (SBD 4), Annexure E (Preference Points Form), and Annexure F (Non-Disclosure Agreement). CV of Graphic Designer(s) must include: Diploma in Graphic Design/Visual Arts/Communication or related qualifications, minimum 7 years’ relevant experience, and proficiency in Adobe Suite (Photoshop, Illustrator, etc.).
