Scope: Supply, delivery, installation, commissioning, and maintenance of an online utility (water and electricity) management system for 36 months, including:

• Provision of meters on an as-and-when-required basis.
• Six-monthly maintenance of water meter strainers.

System must include:

• Web-based platform for monitoring consumption.
• Historical data access, automated meter reading, alerts, monthly statements, customizable reports.
• Support for multiple meters/sites, user access levels, data protection/cybersecurity compliance.

Meter quantities to manage:

• Potable water meters: 15
• Electricity meters: 14
• Bulk potable water meters: 2
• Bulk electricity meters: 6
• Potable water meter strainers: 9

Meter replacements include SANAS-certified electricity meters, smart water meters, GPRS modems, and water meter strainers.

All supplied meters must be from a SANAS-accredited supplier.

• Provide a detailed method statement covering: turnaround times, quality of feedback, accessibility and availability, settlement of claims, performance, customer satisfaction, and effectiveness of the online system.
• Scoring: 10 points for covering all 6 items, 5 points for 3-5 items, 3 points for 1-2 items, 0 for none.

Key personnel requirements:

• Project engineer: Detailed CV with experience managing water and electricity metering projects (5+ years=10 points, 3-4 years=5, 0-2 years=3).
• Electrical engineering personnel: CV with experience installing utility meters (5+ years=10, 3-4=5, 1-3=3, 0=0). Qualifications: Electrical certificate N3 or above, electrical trade test, valid wireman’s licence (all 3=10 points).
• Civil engineering personnel: CV with experience installing water meters (5+ years=10, 3-4=5, 1-3=3, 0=0). Qualifications: N3 or above in civil engineering and PIRB Accreditation certificate (both=10 points).

• All supplied meters must be from a SANAS-accredited supplier.
• Bidder must submit proof of ownership or access to a meter testing instrument (certificate).

• Complete the pricing schedule (Table 10) with total offer for 36 months including VAT.
• Prices must be VAT inclusive, in ZAR, firm and fixed for contract duration.
• Use provided costing template.
• Include all costs (delivery, labour, etc.).

• All prices must be VAT inclusive and quoted in South African Rand (ZAR).
• Prices must be firm and fixed from RFP closing date for the contract duration.
• Bidders must use the provided costing template or face disqualification.
