Mandatory technical requirements (disqualifiable if not met): Valid CIDB registration (Grade 2GB or higher), NHBRC certificate, asbestos waste handling accreditation, Site Manager (N.Dip/Nat N Dip in Eng/Building Science/Project Management +3yrs experience), Safety Officer (Safety Management Diploma/Certificate +3yrs experience, SACPCMP registered as CHSO), Electrician (Trade Test Cert +3yrs experience, able to issue CoC), Plumber (Trade Test Cert +3yrs experience). Evaluation scoring: 80/20 system under PPPFA Regulations 2022. 80 points for price, 20 points for preference (specific goals). Failure to submit evidence for specific goals results in 0 points for that goal but not disqualification. Eskom reserves the right to negotiate with preferred bidders if prices are not market-related.

Scope: Provision of housing maintenance services for Matimba Power Station over 3 months. Required personnel: 1 Supervisor, 1 Administrator, 1 Safety Officer, 1 Electrician, 1 Plumber, 1 Carpenter, 1 Bricklayer, 1 Painter, 1 Boilermaker, 6 General Workers. Additional items: PPE (yearly), Safety file (once-off), P&G (monthly). Spares allowance: R75,000 for 3 months (paid based on monthly assessment). Technical deviations must be declared and fully documented. Environmental compliance: Zero liquid effluent discharge, no chemical dumping, proper asbestos handling, no on-site burning, hazardous substances handled per regulations. Suppliers must comply with Eskom’s Life Saving Rules.

Pricing: Line item prices required for all quoted items. Indicate 'no quote' for items not priced. Completed pricing schedule must be submitted. Financial analysis may be required: Audited Financial Statements for the previous 18 months (or last year if unavailable). Joint ventures/SPVs must submit statements for each participant. Start-ups (<12 months) exempt but must provide statements after first year if awarded. Payment terms: Monthly assessment for spares allowance (R75,000 max).

CSD registration: Mandatory for all local tenderers prior to award (register at https://secure.csd.gov.za/). Foreign tenderers without local footprint must complete SBD 1 but no CSD registration required. Tax compliance: Local tenderers must submit CSD Number/Report, E-filing PIN, or Tax Clearance Certificate. Foreign tenderers with local footprint must submit E-filing PIN or Tax Clearance Certificate. B-BBEE: Valid certificate or sworn affidavit required prior to award. CIDB: Grade 2GB or higher (proof required at tender closing or within 21 working days if agreed). NHBRC: Valid registration certificate required. Employment Equity: South African tenderers classified as designated employers must submit proof of compliance and EE report. Integrity Pact and SBD 4 (Bidders Declaration) must be signed and submitted.
