• Required returnable documents include: Authority of Signatory, Tax Compliance Status PIN/Tax Clearance Certificate, Declaration of Municipal Fees, Declaration for Occupational Health and Safety, and Municipal Bidding Documents (MBD 4, MBD 5, MBD 6.1, MBD 8, MBD 9).
• Failure to include any required document or to submit correctly will result in disqualification.
• Tenders must be valid for 120 days after opening, plus an additional 12 months unless otherwise notified.
• No clarification meeting will be held.

Must be registered on the National Treasury Central Supplier Database (CSD). Municipal fees must be fully paid or under an Acknowledgement of Debt agreement. Must not be a person in the service of the state as defined. Must provide a valid Tax Compliance Status PIN or Tax Clearance Certificate. Must meet the mandatory experience requirement (2 similar projects).

• Bidders must state manufacturers of goods/equipment offered.
• Non-manufacturers must provide valid agreement/Joint Venture Agreement with manufacturer/accredited distributor/agent covering the contract period.
• Samples may be required for inspection prior to closing date.
• Delivery point as specified in Special Conditions of Tender; unit price must include delivery.
• Risk remains with supplier until goods are duly delivered.
• Bidders must state delivery period after receipt of official order.
• Mandatory experience: Minimum 2 projects supplying similar sports equipment, supported by client reference letters.

• Payment terms as per Conditions of Contract; payment only to supplier, factoring not accepted.
• Financial standing may be required to be proven if successful.
• Forward exchange cover required for imported goods; bank charges borne by municipality.

• Mandatory registration on National Treasury Central Supplier Database (CSD). Provide CSD Supplier Number (MAAA) in Section 1.
• Tax Compliance Status PIN or original Tax Clearance Certificate required; must be valid at tender closing.
• Declaration of Municipal Fees required, confirming fees are paid or acknowledgement of debt agreement is in place.
• Submit Municipal Bidding Documents: MBD 4 (Declaration of Interest), MBD 5 (Declaration for Procurement Above R10 Million if applicable), MBD 6.1 (Preference Points Claim), MBD 8 (Declaration of Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination).
• B-BBEE compliance: Provide B-BBEE certificate or consolidated certificate for joint ventures/trusts.
• Occupational Health and Safety Act declaration required.
• Persons in service of the state (as per Regulation 44) are not eligible.
• Joint ventures must submit Joint Venture Agreement and B-BBEE certificate.

• Compliance with Occupational Health and Safety Act and regulations required.
• Submit a documented Health and Safety Plan for approval.
• Declaration with respect to Occupational Health and Safety Act must be completed.

• Contract governed by Standard Conditions of Tender, Special Conditions, General Conditions of Contract (NT Circular 52), Occupational Health and Safety Act, and eThekwini Code of Conduct.
• Tender validity: 120 days plus additional 12 months.
• Municipality not bound to accept lowest or any tender; may accept whole or part.
• Successful tenderer must sign written Contract Form (MBD 7).
• Breach of Regulation 44 (persons in service of state) leads to contract termination.
