Must be registered on National Treasury Central Supplier Database (CSD) with valid MAAA number. Must not be in service of the state (as per Regulation 44). Municipal fees must be fully paid or covered by acknowledgment of debt agreement. Must be VAT registered if applicable. Must achieve minimum functionality score of 60 points. Must attend compulsory clarification meeting.

• Scope: Monitoring, armed response, maintenance, and repairs of intruder alarms for a period of 36 months.
• Delivery point: uShaka Marine World, 1 King Shaka Avenue, Durban Point, 4000.
• Tenderer must state if work will be subcontracted and provide names and addresses of subcontractors.
• If not a manufacturer, accredited distributor, or agent, provide a valid agreement/Joint Venture Agreement with the manufacturer covering the contract period.
• Samples may be required for inspection prior to tender closing.
• Risk remains with supplier until goods are duly delivered.
• Tenderer must state delivery period after receipt of official order.

• Tenderer’s experience: Scored based on number of similar projects (monitoring, armed response, maintenance, repairs of intruder alarms) in last 10 years. Provide client reference letters for each project claimed.
• Key staff requirements:

• Project Manager: Lead the team, overall programme management. CV must include personal particulars, qualifications, current employer, outline of recent experience, total years’ relevant experience.
• Intruder Alarm Technician: Must have certification in intruder alarm installations and valid PSIRA registration. CV must include personal particulars, qualifications, current employer, outline of recent experience, total years’ relevant experience.

• Scoring for key staff experience:

• Project Manager: 0 points for 0 years, 20 points for 6+ years.
• Intruder Alarm Technician: 0 points for 0 years, 20 points for 6+ years.

• Tenderer must state names of manufacturers of goods/equipment offered.
• If not manufacturer, accredited distributor, or agent, provide valid agreement/Joint Venture Agreement with manufacturer covering contract period.
• Samples may be required for inspection prior to tender closing.
• Goods must be supplied only against official order issued by municipality.

• Pricing details are in Section 8: Bill of Quantities/Schedule of Rates/Activities.
• Prices must be quoted in ZAR, nett of discounts.
• Unit prices must include delivery to uShaka Marine World.
• State prices exclusive and inclusive of VAT separately.
• Estimated quantities are for information only; supplier must supply actual quantities required.
• Tenderer must state if work will be subcontracted and provide subcontractor details.

• Prices must be quoted in South African Rand (ZAR), nett of brokerage or discount.
• Quote unit prices inclusive of delivery to specified delivery point (uShaka Marine World).
• Prices must be firm for the contract period, free from fluctuations including statutory increases.
• State prices exclusive and inclusive of VAT separately on the Official Tender Form.
• Estimated quantities are in Section 8 (Bill of Quantities/Schedule of Rates/Activities) for information only; supplier is bound to supply actual quantities required.
• Pricing structure must not deviate from the Official Tender Form.
• For imported goods, forward exchange cover must be arranged within 7 days of purchase order; bank charges are for municipality’s account.

• Mandatory registration on the National Treasury Central Supplier Database (CSD). Provide CSD Supplier Number (MAAA).
• Submit Tax Compliance Status PIN (TCS PIN) or original Tax Clearance Certificate with sufficient validity.
• Submit Declaration of Municipal Fees confirming municipal fees are paid or acknowledgement of debt agreement is in place.
• Submit MBD 4: Declaration of Interest.
• Submit MBD 5: Declaration for Procurement Above R10 Million (if applicable).
• Submit MBD 6.1: Preference Points Claim Form for B-BBEE preference points.
• Submit MBD 8: Declaration of Bidder’s Past Supply Chain Management Practices.

• Submit Declaration with respect to the Occupational Health and Safety Act.
• Joint ventures must provide an acceptable Joint Venture Agreement and a B-BBEE certificate for the joint venture.
• Persons in the service of the state (as per Regulation 44) are not eligible.
• Tenderers may be required to submit audited annual financial statements for the past three years if legally required.

• Tenderer must submit Declaration with respect to the Occupational Health and Safety Act.
• Tenderer must undertake to comply with the Occupational Health and Safety Act and relevant regulations.
• Tenderer must prepare a documented Health and Safety Plan subject to approval by the municipality.
• Tenderer is liable for penalties for non-compliance.

• Contract duration: 36 months.
• Tender validity: 120 days from opening, plus an additional 12 months unless bidder advises otherwise.
• Municipality does not bind itself to accept the lowest or any tender, and may accept part of a tender.
• Successful tenderer must sign written Contract Form (MBD 7).
• Payment terms as per Conditions of Contract; payment only to supplier(s), factoring not accepted.
• Municipality may cancel tender process at any time before award without liability.
• Appeals against decisions must be lodged within 14 days in writing to the City Manager, with a non-refundable administration fee of R6,131.00 (including VAT).
• Change of ownership or major policy during contract must be disclosed in covering letter.
• Breach of contract or lack of capability may lead to disqualification.
