The tenderer (and all parties in a Joint Venture) must be registered on the National Treasury Central Supplier Database (CSD). Persons in the service of the state (as per Regulation 44) are not eligible. Municipal fees must be fully paid or under an acknowledged debt agreement. The tenderer must have a minimum of five (5) years of demonstrable experience in manufacturing/supplying bullet-resistant vests to law enforcement. The offered goods must comply with the latest NIJ standards for law enforcement.

• Supply and delivery of bullet-proof vests for eThekwini Metro Police Services for a period of 36 months.
• Bidders must provide certification of compliance with NIJ standards for law enforcement (or equivalent). Non-manufacturers must submit a signed supply agreement from manufacturers with valid certification.
• Minimum five years' experience in manufacturing, supplying, and delivering bullet-resistant vests to law enforcement required, proven via appointment or reference letters showing cumulative five years and supply of over 50 units.
• Samples may be requested from shortlisted bidders for evaluation against specifications.
• Delivery point: eThekwini Metro Headquarters, 16 Archie Gumede Place, Durban.
• Manufacturers' names must be stated; non-manufacturers must provide valid agreements with manufacturers.

• Minimum five years' experience in manufacturing, supplying, and delivering bullet-resistant vests to law enforcement.
• Proof via appointment letters or signed reference letters showing cumulative five years and supply of over 50 units, with contactable references.
• Municipality reserves right to conduct reference checks.

• Samples may be requested for evaluation of make, quality, and workmanship.
• Samples must be equivalent to department samples and free of eThekwini Metropolitan Police Services insignias unless awarded.
• Samples to be collected within 30 days of unsuccessful notification or disposed of by municipality.

• Prices must be quoted on Official Tender Form.
• Unit prices include delivery to specified point.

• Prices must be quoted in South African Rand, exclusive and inclusive of VAT separately on the Official Tender Form.

• Firm prices may be submitted for each 12-month period, free from fluctuations.
• Estimated quantities are in Section 8 (Bill of Quantities/Schedule of Rates) for information only; supplier must supply actual quantities required.
• Payment terms as per Conditions of Contract; factoring arrangements not accepted.
• Bidders may be required to provide evidence of financial standing.

• Mandatory registration on the National Treasury Central Supplier Database (CSD) required; provide MAAA number. For joint ventures, each party must be registered.
