Mandatory returnable documents:

• Firm, VAT-inclusive prices valid for 90 days from offer date.
• Detailed quotation on company letterhead.
• Fully completed and signed forms: MBD 1, MBD 3.1, MBD 4, MBD 6.1 (specific goals must be completed to claim points), MBD 8, and MBD 9.
• Current municipal account (not older than 3 months) or lease agreement. If operating from a director’s residence, submit a certified affidavit (preferably from SAPS) stating the premises address.
• Proof of company registration, CIDB grading (minimum 2GB), and valid tax clearance certificate (or tax compliance status with PIN).
• For joint ventures: acceptable Joint Venture Agreement and power of attorney.
• B-BBEE certificate or sworn affidavit (for EMEs/QSEs).
• Certificate of Authority (signed by authorized person).
• Compulsory Enterprise Questionnaire (separate forms for each joint venture partner).

Non-compliance with any of the above may result in disqualification. No bids will be considered from persons in the service of the state or those with municipal debt older than 90 days.

Evaluation occurs in two stages:

Stage 1: Functionality (100 points minimum threshold: 70 points). Criteria:

• Bidder’s Experience (40 points):

• 4 appointment letters/purchase orders + completion certificates = 40 points

• 3 appointment letters/purchase orders + completion certificates = 30 points

• 2 appointment letters/purchase orders + completion certificates = 20 points

• 1 appointment letter/purchase order + completion certificate = 10 points

• Methodology (30 points):

• Excellent (detailed, comprehensive) = 30 points

• Good (addresses most requirements) = 20 points

• Fair (limited detail) = 10 points

• Poor (inadequate) = 0 points

• Must include: project programme, milestones, stakeholder engagement, quality assurance, risk mitigation.

• Project Team Leader (30 points):

• 4+ years relevant experience = 10 points

• 2 years relevant experience = 5 points

• National Diploma in building/construction = 10 points

• SACPCMP registration = 10 points

Stage 2: Price and Preference (80/20 Preferential Point System). Points awarded for:

• Ownership (max 10 points):

• 51%+ black-owned = 3 points (CSD report required)

• <51% black-owned = 1 point

• 51%+ black women-owned = 3 points (CSD report required)

• <51% black women-owned = 1 point

• 51%+ black youth-owned = 2 points (CSD report required)

• <51% black youth-owned = 1 point

• 51%+ disabled-owned = 2 points (medical proof required)

• RDP Contribution (max 10 points):

• SMME (EME/QSE) = 3 points (B-BBEE certificate/affidavit required)

• Located in Harry Gwala = 4 points (CSD report + municipal account/lease/affidavit)

• Located in KZN = 3 points (CSD report + municipal account/lease/affidavit)

• Located in SA (outside KZN) = 1 point (municipal account/lease/affidavit)

Bids failing to meet the 70-point threshold in Stage 1 are disqualified. Final evaluation combines functionality, price, and preference points.

Scope: Turnkey partitioning and office alterations for Block A at Harry Gwala Development Agency.

Key deliverables:

• Turnkey project management (planning, design coordination, implementation, supervision).
• Supply, installation, and construction of office partitions.
• Electrical adjustments: supply and test lights, plugs, and air conditioners (x2 18000Btu and x5 9000Btu mid-wall split units).
• Build a mini kitchen and storeroom in Office A (as per plan).
• Supply and install suspended gypsum ceilings (framework, jointing, trimming, skim finish).
• Demolition and removal of existing kitchen equipment, fittings, and fixtures from three offices.
• Compliance with all municipal and building regulations, OHSA standards, and industry best practices.
• Minimal disruption to daily operations.
• Project duration: 1 month from commencement.
• Final handover and completion report.
• Occupational Health and Safety file.

Warranty requirements:

• Air-conditioner, partition system, ceiling installation, electrical workmanship, and renovations.

Standards: Work must align with attached building plans and meet quality assurance/control measures.

Pricing must be firm, VAT-inclusive, and valid for 90 days from offer date. Include a detailed project cost breakdown with the total bid price. Delivery costs must be included. All prices must cover the full scope (turnkey).

Payment terms: Projects will not be paid for unless services are correctly delivered. HGDA reserves the right to negotiate for market-related prices if the highest-scoring bid is deemed non-market related.
