Must be registered on National Treasury's Central Supplier Database (CSD). Must have CIDB 6ME registration certificate. Must have ECSA registered Pr. Engineer/Technologist as competent person. Must have certified SANAS accredited AIA. Must have registered SAIW Welding and Fabrication Inspector Level 2. Must have ISO3834 certification. Must be tax compliant with SARS. Foreign suppliers must declare tax status in RSA. Joint ventures/consortia must submit agreement details.

• Scope: Design, manufacture, supply, and install a new superheater tube bank for the economizer for A-Plant at the Sulphuric Acid Plant shutdown. Refer to Annexure B (Scope of Work) and Annexure D (Drawings) for detailed requirements.
• Background: The existing sulphuric acid A plant economizer/superheater 1A, installed in 2007, has two tube banks. The bottom bank was replaced in 2024; the top superheater bank is now at end of life with eroded fins, reducing heat transfer efficiency and causing lower steam production and higher acid temperatures.
• Deliverables: The new superheater tube bank must raise boiler feed water temperature to 1580°C on the superheater bank, regulating acid temperature in the final acid tower.
• Standards: Compliance with ASME VIII Standard is specifically required.
• Green economy: Bidders must submit details of their environmental policies regarding waste disposal, recycling, and energy conservation.
• Supplier obligations: The service provider is fully responsible for acts/omissions of its personnel and must comply with all RFP requirements.

• Prices must be quoted in South African Rand, inclusive of VAT.
• Submit pricing strictly in accordance with the Pricing and Delivery Schedule (Section 4). Deviations may cause non-responsiveness.
• Prices are to be quoted on a delivered basis.
• Only unconditional discounts will be considered in evaluation.
• For imported goods, use the South African Reserve Bank exchange rate on the date of bid advertisement.
• Indicate if prices will be kept firm and fixed for the contract duration or for 12 months with an adjustment formula thereafter.
• Manufacturing and delivery lead time (from PO receipt): state in weeks.
• Annual price reviews may be conducted, with benchmarking against lowest prices; failure to match may lead to termination.

• Mandatory pre-qualification certificates required: CIDB 6ME Registration Certificate (Principal Contractor), ECSA Registered Pr. Engineer/Technologist Certificate (Competent Person for designs), Certified and SANAS accredited AIA, Certified and Registered SAIW Welding and Fabrication Inspector Level 2 Certificate, and proof of ISO3834 Certification.
• B-BBEE: Submit a valid B-BBEE Preference Points Claim Form (Section 9). Preference points awarded based on status level.
• Tax compliance: Bidders must be tax compliant. Submit a Tax Compliance Status (TCS) PIN from SARS or a CSD number if registered on the Central Supplier Database. Foreign bidders must answer a tax questionnaire.
• Central Supplier Database (CSD): Registration is mandatory prior to bid submission, except for foreign suppliers with no local entity.
• Employment Equity Act: Compliance with the Act, including Section 53, is required.
• Legal review: Bids are subject to review by Foskor's Legal Counsel; material deviation from standard terms may cause disqualification.
• Security clearance: The successful bidder may need to obtain security clearance to CONFIDENTIAL/SECRET/TOP SECRET level.
• General compliance: The successful service provider must comply with all applicable laws and regulations.

• Technical evaluation criteria (100% total, minimum threshold 70%):

• Experience & Team Competence (30%):

• Superheater design experience (15%): scored by years (<1 year=0%, 1-5 years=5%, 5-10 years=10%, >10 years=15%). Submit a reference list of projects with client contacts.

• Steel construction and superheater refurbishment experience (15%): scored by project surface area (<2000 sqm=5%, 2000-3000 sqm=10%, >3000 sqm=15%). Submit a reference list with project details.

• Company Delivery Capacity & Reliability (25%): Submit a pre-approved WBS/Project Schedule/Gantt chart with milestones for a 6-month project. Scoring: no schedule=0%, 3-6 months=25%.
• Scope of Work Compliance (30%):

• Adherence to scope and ASME VIII Standard (15%): Submit a preliminary high-level work methodology. Scoring: no methodology=0%, full adherent methodology=15%.

• Quality Control Plan (15%): Submit a quality control plan. Scoring: no plan=0%, comprehensive plan=15%.
