• Bids must be delivered to the bid box at the municipal address (street address to be confirmed) by 16:00 on 27‑03‑2026. Late bids will be rejected.
• All bids must be completed on the official forms supplied – no re‑typing or alternative formats are accepted.
• Submissions may be made physically only; faxed or emailed quotations are not accepted.
• The bid must be signed, dated and initialled throughout and include the required returnable documents (CSD number, Tax Compliance Status Pin or printed certificate, company registration copy, municipal rates & taxes clearance, proof of B‑BBEE specific goals).
• A completed Preference Points Claim Form must be attached if claiming specific‑goal points.
• Bids from persons in the service of the state are automatically disqualified.
• Foreign suppliers must complete the pre‑award questionnaire (Part B:3).
• The bid must include the pricing schedule with firm prices (VAT inclusive) – non‑firm or exchange‑rate‑dependent prices will not be considered.
• Validity period of the quotation is 60 days from the closing date.

• Preference point system: 80/20 (80 points for price, 20 points for specific goals).
• Price points are awarded based on the lowest acceptable tender price.
• Specific‑goal points (total 20) are allocated as follows: Enterprise within KLM (5), Black ownership (5), Women ownership (5), Youth ownership (3), People with disability (2). Supporting documentation must be submitted to claim each goal.

Quality: Materials must be high‑quality, safe, compliant with industry standards, defect‑free and supplied with safety data sheets. Supplier must replace any substandard items at no cost.

Delivery: To designated municipal site, off‑loading and placement included, within 14 working days of order.

Warranty: Minimum 12‑month warranty on engine and pump (note: likely a template error – apply to supplied goods where relevant).

Inspection: Municipality may inspect goods before acceptance; non‑compliant goods may be rejected at supplier’s expense.

• Pricing must be submitted on the official pricing schedule – firm prices inclusive of VAT only.
• Only firm prices will be accepted; any price subject to exchange‑rate variation will be rejected.
• Payment terms: within 30 days of receipt of a correct invoice, subject to successful delivery and acceptance.
• No advance payments unless expressly approved in writing.
• No bonds or guarantees are mentioned in the document.
