Functionality evaluation threshold: 70%. Criteria and weights: 5% for 3+ years’ experience in electronic display board supply, installation, maintenance, and content management (0% <3 years, 2.5% for 3 years, 5% for >3 years). 40% for job references (0% <3, 10% for 3, 20% for 4, 30% for 5, 40% for >5). 20% for proof of technician competency for rapid response/repairs (20% if submitted, 0% if not). 20% for resumes/profiles of key skilled personnel (5% if CVs submitted, 0% if not), portfolio samples (5%), staff certifications (5%), organizational chart (5%). 15% for remote monitoring system documentation (5% each for architecture diagram, software details, access logs/reports). Tenderers below 70% functionality threshold are disqualified. Price evaluation: scored out of 80 or 90 points, inclusive of VAT, corrected for errors, excluding contingencies, adjusted for variations, and compared via Net Present Value. Unconditional discounts considered; conditional discounts ignored for evaluation but applied at payment. Specific Goals (B-BBEE) scored out of 10 or 20 points per PPPFA. Points for B-BBEE levels: Level 1 (10/20), Level 2 (9/18), Level 3 (6/14), Level 4 (5/12), Level 5 (4/8), Level 6 (3/6), Level 7 (2/4), Level 8 (1/2), Non-compliant (0/0). Tenders ranked by combining price and specific goals scores (90/10 or 80/20 system). Failure to submit B-BBEE evidence results in 0 points for that goal but not disqualification. Disqualification criteria: sanctions list, conflict of interest, unauthorized signatories, Tender Defaulters list, National Treasury restrictions, multiple submissions by same entity, JV without joint liability, 100% subcontracting of scope.

Contract form: NEC Term Service Contract with Main Option A (Price List), W1 Dispute Resolution, and Secondary Option Z. Key deliverables: As per Scope of Work (Annexure 1.1.18). Mandatory annexures: Authorisation Form (A), Acknowledgement Form (B), Tenderer’s Particulars (C), Integrity Declaration (D), CPA for Local Goods/Services (E), CPA(IG) for Foreign Goods/Services if applicable (F), SBD 6.2 for Local Production and Content (G1-G4), SBD 1 (H), SBD 6.1 Preference Points Claim Form (I), SBD 4 – Bidders Disclosure (J). Quality requirements: Evidence of Quality Management System compliant with ISO 9001, including method statement, policy, objectives, organizational chart, and control of external providers. Safety requirements: OHS Plan, Baseline Risk Assessment, Letter of Good Standing (COIDA), signed OHS Policy aligned with OHS Act and ISO 45001. Additional documents if applicable: CIDB Contract Skills Development Goals (CSDG), Contract Participation Goals (CPG), Pricing Schedule/BOQ.

Pricing format: Submit price schedule in PDF and Excel. Include all costs inclusive of VAT. Payment terms: For contracts below R50 million (incl. VAT), payment within 30 days of undisputed invoice. For contracts above R50 million (incl. VAT), payment within 60 days. No performance security (bond/guarantee) required. Financial capacity: Due to low risk, financial evaluation deemed unnecessary. However, joint ventures or SPVs must submit audited financial statements for each participant. Start-ups (less than 12 months) exempt but must furnish statements after first year if successful. Cataloguing: If required, include a line item in pricing schedule; Eskom will pay for cataloguing.

Mandatory: Valid CSD registration number (proof required). Tax compliance: Tax clearance certificate required for foreign tenderers with SA footprint and local tenderers without CSD/SARS PIN verification. Foreign suppliers with no SA footprint complete SBD1 only. B-BBEE: Submit valid B-BBEE certificate (SANAS accredited/sworn affidavit/CIPS), proof of ownership/shareholding (CIPC), certified ID copies of shareholders for preference points claim. Local content: If designated materials are included, complete and submit SBD 6.2 and Annexures G1-G4. Employment Equity Act: Designated employers must submit proof of compliance and EE report submission. CIDB: Not applicable for this tender. Integrity: Must complete Integrity Declaration Form (Annexure D) and download Supplier Integrity Pact.
