Submit the complete bid document (pages 1–96) with all returnable schedules (A1–A7, B1–B2, C1–C2, D1) duly completed, signed, and priced. Use only the official forms provided—do not re-type.

• Where to submit: Deposit in the 24/7 bid box at Western Cape Mobility Department, 27 Wale Street, Cape Town. For oversized documents or couriered bids, deliver to SCM Tender Office, 27 Wale Street, Cape Town, 8001, during office hours (08:00–15:00). Keep proof of delivery.
• Deadline: 11:00 on 26 June 2026. Late, faxed, or electronic submissions are not accepted.
• Required documents: All returnable schedules, B-BBEE Status Level Verification Certificate (or sworn affidavit for EMEs/QSEs), and printed Tax Compliance Status (TCS) Result Summary Page. Mark non-applicable schedules as 'N/A'—do not leave blank.
• Pricing: Physically write prices into the official Price Schedule (C2). Omitted or lump-sum pricing will disqualify the bid. No electronic spreadsheets or substitutes allowed.
• Alterations: Correct errors by striking through incorrect info, writing the correction nearby, and initialing. Do not use masking fluid (e.g., Tipp-Ex). For digital copies, reprint the page and substitute it.
• Signatures: Bid must be signed by an authorized representative. For joint ventures, include a notarized formation document detailing roles, duration, and liability.
• Disqualification risks: Incomplete submissions, unsigned/undated forms, missing returnable documents, or failure to respond to clarification requests within 7 days.

Evaluation follows a Functionality → Price → Preference process.

• Functionality (Pass/Fail): Must score minimum 70% to proceed. Criteria are in the Functionality Schedule (A7). Failure to meet this threshold disqualifies the bid.
• Price (80 points): Scored using the formula Ps = 80(1-((Pt - Pmin)/Pmin)), where Ps = points, Pt = bidder’s price, Pmin = lowest acceptable price. Lower prices score higher.
• Preference (20 points): Awarded for B-BBEE Status Level (via WCBD6.1(a) Preference Certificate). Maximum total score = 100 points.
• Responsiveness checks: Bid must comply with all specifications, submission requirements, and conditions. Non-compliance (e.g., incomplete forms, unsigned documents, or omitted pricing) results in rejection.
• Risk assessment: Financial viability and validation of submitted information. GMT may request additional documentation within 7 days; failure to comply disqualifies the bid. On-site inspections may occur pre-award.
• Additional disqualifiers:
• Listed on Register of Bid Defaulters or National Treasury’s prohibited suppliers database.
• Conflicts of interest per Declaration of Interest (WCBD4).
• Abuse of SCM system or failure to complete prior public-sector contracts in the last 2 years.
• Submission of multiple bids (including via joint ventures/consortia).

• Scope: Supply and fitment of emergency lights and sirens for Government Motor Transport (GMT) vehicles under a 3-year framework contract.
• Contract type: Framework agreement (multiple awards possible). GMT may balance rates/prices among successful bidders and impose a common pricing schedule.
• Purchaser’s discretion: GMT may prioritize bidders with an operational workshop within 50km of GMT Maitland.
• Contract form: Successful bidders must sign WCBD7.1 (Contract Form: Purchase of Goods and Services).
• No alternative bids: Only standard bids are considered; no deviations or alternative offers allowed.

• Pricing format: Submit in the official Price Schedule (C1 and C2). Physically write all unit rates and totals. No electronic spreadsheets or substitutes permitted.
• Completeness: Every item in the Price Schedule must be priced. Omissions or lump-sum pricing will disqualify the bid.
• Corrections: Alterations must be struck through, corrected nearby, and initialed. No masking fluid (e.g., Tipp-Ex) allowed. For digital copies, reprint the page and substitute it.
• Bid validity: Offers remain valid for 3 months (until 26 September 2026). GMT may request extensions; non-acceptance disqualifies the bid.
• Payment terms: Governed by the General Conditions of Contract (GCC) and Special Conditions of Contract (SCC).
• Risk assessment: Bids undergo financial viability checks. GMT may request additional documentation within 7 days; failure to comply disqualifies the bid.
• On-site inspection: GMT may inspect bidder facilities pre-award. Costs are borne by the bidder. Falsified information may lead to disqualification.

• CSD registration: Must be registered and active (not suspended) on the Central Supplier Database (CSD) by bid closing. Register at www.csd.gov.za.
• Tax compliance: Submit a printed Tax Compliance Status (TCS) Result Summary Page (from eFiling). Each consortium/joint venture partner must provide separate proof.
• WCSEB registration: Not compulsory at bid closing but required post-award for annual updates. For the tender, submit a completed WCBD4 (Declaration of Interest) and WCBD6.1(a) (Preference Certificate).
• B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs/QSEs) to claim preference points.
• Bid defaulters: Neither the bidder nor its directors/members/partners may be listed on the Register of Bid Defaulters (Prevention and Combating of Corrupt Activities Act) or National Treasury’s prohibited suppliers database.
• Conflict of interest: Complete the Compulsory Enterprise Questionnaire (Schedule A3) and Declaration of Interest (WCBD4). No conflicts of interest permitted.
• Past performance: Must not have failed to complete a previous public-sector contract in the last 2 years due to own fault.
• Single submission: Cannot submit more than one bid (including via joint ventures/consortia).
• Foreign bidders: Exempt from CSD/WCSEB/TCS if no RSA presence, income, or permanent establishment.
