Tender for implementation and support of a governed enterprise data warehouse and analytics platform

The NLC seeks a service provider to implement and support a governed Enterprise Data Warehouse and analytics platform for its Digital Modernisation Programme over five years, consolidating data from internal systems and external collaborators to enable advanced analytics, AI, and compliance.

• All documents must be in PDF format, password-protected against modifications, and include a separate attachment for financial/pricing information.
• Bidders are responsible for ensuring successful upload; the NLC is not liable for power cuts, network issues, or portal difficulties.
• Register on the Central Supplier Database (CSD) and attach a CSD registration report. Foreign suppliers without a local entity are exempt.
• Provide a valid Tax Compliance System (TCS) PIN or tax clearance certificate.
• Complete and sign all required SBD returnable forms, including SBD 4 (Declaration of Interest), and attach any OEM certificates where applicable.

The proposal will be evaluated using the 80/20 preference point system (80% price, 20% specific goals).

• Phase 1 – Tender Closing and Opening: Ensure electronic submission by the deadline; the NLC is not responsible for submission failures.
• Phase 2 – Administrative Compliance: Submit all returnable documents (SBD forms) completed and signed, a priced offer, valid tax compliance proof, and CSD registration.
• Phase 3 – Mandatory Compliance: Submit a signed joint venture agreement (if applicable), SBD 4, and OEM accreditation certificates. Non-compliance leads to disqualification.
• Phase 4 – Technical Evaluation (100 points total):

• Company Experience & Capability (10%): Score based on years of EDW implementation experience (0–5 points).
• Written Reference Letters (10%): Score based on number of valid reference letters from past clients (0–5 points).
• Lead Project Manager Experience (10%): Score based on years of relevant project management experience (0–5 points).
• Technical Compliance and Solution Capability (40%): Complete Annexure E with compliance evidence; scored 0–5 based on completeness and supporting evidence.
• Implementation Methodology and Project Plan (10%): Score 0–5 based on plan quality, realism, and added value.
• Skills, Capacity and Knowledge Transfer (5%): Score 0–5 based on team qualifications and training plan.
• Service Level Agreement, Support, Maintenance and Sustainability (15%): Score 0–5 based on robustness of support model.

• Phase 5 – Pricing and Specific Goals: Price scored out of 80 using the formula in Annexure F; specific goals (B-BBEE ownership, women, youth, disability) scored out of 20.
• Phase 6 – Contract and Award: Negotiation may occur before final award.

Scope: Design, implement, and support a governed Enterprise Data Warehouse (EDW) and analytics platform for the NLC Digital Modernisation Programme over five years.

• Architecture: Medallion layered model (Bronze–raw, Silver–cleaned, Gold–business-ready), hybrid cloud/on-prem deployment.
• Integration: Real-time and batch ingestion from Oracle Fusion, Thuthuka Grant Management System, ERP, Lottery Operator, and external collaborators (e.g., DSD, CIPC, SARS).
• Functionality:

• Data governance, metadata management, ontology frameworks.
• Master Data Management, data cleansing, quality metrics.
• Role-based self-service BI (Power BI), advanced analytics, AI/ML for fraud detection and compliance.
• Security: end-to-end encryption, multifactor authentication, SSO, audit trails.
• Operational: real-time streaming, batch ETL, sandbox environments.

• Compliance: Adhere to ISO 27001, ISO 9001, COBIT 2019, ITIL, POPIA, PAIA, ECT Act, DoD 5015.2.
• Deliverables: Four-phase implementation (requirements, configuration, BI/AI use cases, go-live), training, documentation, 60-month SLA for support and maintenance.

• Provide a detailed implementation methodology covering project governance, RASCI matrix, work breakdown, schedule, milestones, risk management, quality assurance, testing, and change control.
• Scoring: 0–5 points based on plan completeness, realism, and added value.

• Demonstrate enterprise-scale EDW or analytics implementation experience (minimum 5 years preferred).
• Provide at least three reference letters from public/private sector clients for projects completed within the last 5 years.
• Submit Lead Project Manager CV showing ≥5 years experience in EDW/analytics solution delivery.
• Show B-BBEE compliance for specific-goal points.
• Comply with National Industrial Participation.
• Ensure all employees/sub-contractors are covered by COIDA.
• Submit required SBD forms, OEM certificates, and other mandatory documentation.

• Adhere to ISO 27001 (Information Security), ISO 9001 (Quality Management), COBIT 2019 (ICT Governance), ITIL (Service Management), POPIA, PAIA, ECT Act, and DoD 5015.2 (Records).
• Deliverables include professional services, deployment across Production and DR instances, integration testing, licensing updates, training, documentation, and handover.
• Demonstrate data governance, quality management, and security controls (metadata management, data quality controls, access management, auditability).

• Submit pricing separately as per Annexure F format.
• Price scored out of 80 points using the formula in Annexure F.
• Specific goals (B-BBEE ownership, women, youth, disability) scored out of 20 points.
• Total score = Technical (40%) + Price (80%) + Specific Goals (20%).

• Submit pricing as a separate attachment in the format specified in Annexure F.
• Price evaluation contributes 80 points using the formula: Ps = (P min / Pt) × 80, where Pt is your price and P min is the lowest acceptable bid.
• No specific bonds, guarantees, or advance payment terms are detailed in the document.
• Demonstrate tax compliance via TCS PIN and CSD registration.
• Payment terms are not specified; bidders should propose standard government schedules.

• Black youth ownership: 100% (4 points), 30–99% (2 points), less than 30% (0 points).
• Disability ownership: 20% or more (4 points), 10–20% (2 points), less than 10% (0 points).

Submit B-BBEE certificate/sworn affidavit, CIPC report, CSD report, ID copies, and disability confirmation as evidence.

• All employees and sub-contractors must be covered by the Compensation for Occupational Injuries and Diseases Act for the contract duration.
• The NLC may request proof of registration and good standing with the Compensation Fund.

• Confidentiality: Do not disclose RFP contents except for proposal preparation; all IP remains with the NLC.
• Late or incomplete submissions will be rejected.
• No goods or services may be delivered before an official NLC purchase order is issued.
• Personal information is processed per POPIA; bidder consent is required.
• After award, contract details will be published on the e-tender portal.
• The NLC ensures bidder rights to access and rectify personal data per PAIA.
• Supplier performance reviews are conducted regularly; non-performance leads to remedial actions and possible escalation.
