Evaluation follows a four-stage process: Stage 1 — Administrative compliance (all returnable documents submitted and signed). Stage 2 — Eligibility (mandatory criteria per clause C.2.1): company must have completed at least one reinforced concrete reservoir project and one bulk water/water/sewer reticulation project, with signed appointment letters and completion certificates on client letterhead; must employ four key personnel full-time with specified qualifications, ECSA registration (Engineer or Technologist), and post-registration experience (Project Leader: BSc/B-Tech Civil, ECSA Engineer/Technologist, 5 years post-registration reservoir design; Civil Engineer: BSc/B-Tech Civil, ECSA Engineer/Technologist, 5 years post-registration water/sewer design; Structural Engineer: BSc/B-Tech Civil, ECSA Engineer/Technologist, 5 years post-registration water/sewer design; Engineer's Representative: BSc/B-Tech Civil, ECSA Engineer/Technologist, 3 years post-registration water/sewer). Stage 3 — Functionality (minimum qualifying score 70/100): Tenderer's experience on reinforced concrete reservoirs (max 20 points, weighted 40%); Tenderer's experience on bulk water/water/sewer reticulation (max 20 points, weighted 20%); Experience of key staff on relevant water and sewer projects (max 60 points, weighted 40%). Functionality scored by at least three evaluators. Stage 4 — Price and Preference: 80/20 preference point system (estimated value ≤ R50 million). Scope: Design review, contract administration, and site supervision for the construction of a bulk water line, bulk sewer line, and 20 ML reinforced concrete reservoirs in Winterveldt Extensions 3 and 4. Contract period: 6 months. Registered and in good standing with Compensation Fund or licensed compensation insurer. Vendor registration on City of Tshwane database (or register before award). Joint Ventures: resolution from each party authorising signatory, and consolidated B-BBEE certificate.
