• Submit sealed quotations clearly marked with the title “Replacement of Existing tent unit and construction of new tent including the deck at visitor facility, Inanda dam”.
• Two submission methods are accepted:

• All quotations must be received no later than 16 February 2026, 16:00 hrs. Late or incomplete submissions will be rejected.
• Required returnables: completed SBD‑1 Tax Compliance Certificate, SBD‑4 Declaration of Interest, and any other forms listed in the RFQ (e.g., Certificate of Acquaintance, Preferential Procurement Claim form).
• Disqualification risks: use of correcting fluid, failure to initial alterations, missing mandatory documents, non‑VAT‑inclusive pricing, and submission after the deadline.
• A works programme must accompany the quotation; the Project Manager must be informed of the intended start date.

• Eligibility check – compliance with scope, mandatory documents (CSD number, tax clearance PIN, CIDB Grade 2GB or higher, B‑BBEE certificate/affidavit) and submission requirements.
• Functional score – up to 50 points based on relevant experience and references (minimum 35 points required to proceed).
• Preference points – 80 % of total score allocated to price, 20 % to specific B‑BBEE goals (100 % Black = 20 pts, ≥51 % Black = 15 pts, <51 % Black = 10 pts). Points are claimed via the SBD 6.1 Preference Point Claim Form.
• Price evaluation – lowest compliant price receives full 80 points; other bidders scored using the 80/20 formula (Ps = 80 × (1 – Pt/Pmin)).
• Overall ranking – total points = functional + preference + price. Bidders must meet the minimum functional threshold before price is considered.

Scope of Work:

1. Remove and dispose of existing tent unit (provide disposal certificate).
2. Preserve and reinstall ablution fittings, geyser, kitchen cupboards, electrical and plumbing services.
3. Supply and install new stainless‑steel frame and door with locking mechanism (matching existing).
4. Supply and install new canvas tent unit with flysheet, shade‑net, body and fittings (matching existing).
5. Construct new wooden deck (12 m × 7 m) using Balau timber, with foundation 300 × 300 × 500 mm.
6. Site preparation – topsoil removal, stockpiling, electrical and plumbing works, treated & varnished decking & railings.
7. All rates must be inclusive of material and labour; VAT inclusive.
8. Contractor must hold valid COIDA policy and be compliant with OHS Act.
9. Must adhere to Umgeni Water’s site contractor rules and submit a works programme.
10. Post‑award health & safety: site induction (≈0.5 h), daily work permits, safety file approval, identity documents and letter of good standing for all staff, access control and key management.

• Pricing must be submitted on the provided price page/costing schedule, fully inclusive of all costs and VAT.
• Prices must be declared on the Price Declaration; any discrepancy will be resolved in favour of the declared price.
• Quote validity: 90 days from closing date.
• Payment terms: invoice payable within 30 days of receipt; no advance payments.
• No work may commence until a formal Msinsi Holdings purchase order is received.
• No bond or guarantee is explicitly required, but the successful supplier must be able to provide any security the client may request.

• Register on the National Treasury Central Supplier Database (CSD) and provide CSD number.
• Provide SARS Tax Compliance Status (PIN) or printed Tax Clearance Certificate.
• Active CIDB Grade 2GB or higher.
• Submit B‑BBEE certificate or sworn affidavit (required for preference points).
• VAT registration number where applicable.
• Provide proof of company registration (CIPC) and any other statutory registrations.
• Complete SBD‑1 Tax Compliance Certificate and SBD‑4 Declaration of Interest.
• Declare any conflicts of interest as per the bidder’s declaration form.
• Non‑compliance with any of the above may lead to disqualification or loss of preference points.
