Bids must be clearly marked with bid number (REQ00255) and description. Telegraphic, faxed, or emailed submissions are not accepted. Mandatory returnable documents: printed tax PIN and full CSD Report; original certified copies of owner’s ID (not older than 6 months); proof of CIPC registration; valid COIDA certificate (construction sector); current municipal account or lease agreement (or certified affidavit if applicable); completed and stamped/signed MBD 3.1, MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9; quotation on company letterhead. False declarations on MBD 4 (paragraph 3.14) or CSD information will result in automatic disqualification. Bids from state employees will not be considered. Bidders must initial every page of the document. Tender documents sent via courier must be deposited in the tender box, not handed to employees.

Evaluation is two-stage: functionality and 80/20 Preferential Point System. Functionality criteria (100 points total): Warranty and Maintenance (30 points: 2-year warranty on all machinery, availability of spare parts locally, service agreements for routine maintenance); Submission Requirements (40 points: detailed technical specifications, pricing breakdown including delivery costs, warranty and after-sales service details); Cost-effectiveness and value for money (30 points: technical compliance, supplier capacity for after-sales support, alignment with project sustainability goals). Minimum 60 points required to qualify for 80/20 evaluation. 80/20 system: Price (80 points), Specific Goals (20 points). uMzinyathi District Development Agency is not bound to accept the lowest or any quote.

Supply and delivery of working materials for Ssethembe Legal Project. Items include: mild steel flats (50x6x6m, 50x4.5x6m, 30x5x6m), round tubes (32x2x6m), cold-rolled sheets (2450x1225x1.0mm, 2450x1225x0.8mm), square tubes (20x20x2.0mm, 32x3.0mm, 50x50x2.0mm), round mild steel (25mmx6m, 8mmx6m, 20mmx6m), hot-rolled plates (2500x1200x10mm), round tubes (21x1.6mm, 25x1.6mm), thinners (5L), weld rods (2.5mm, 5kg), cut discs (115mm stainless steel, 1mm steel). All goods must conform to specified standards, be new, unused, and incorporate recent design/material improvements. Delivery must comply with contract terms, including packaging to prevent damage during transit. Goods may be inspected, tested, or analyzed post-delivery and rejected if non-compliant.

Pricing must be firm, inclusive of VAT, and valid for 120 days from offer date for evaluation purposes. Prices must remain valid for at least 30 days from closing date. Payment terms: invoices accompanied by delivery notes, paid within 30 days of submission. Prices must be in South African Rand. Performance security (if applicable) must be furnished within 30 days of contract award (bank guarantee, irrevocable letter of credit, or cashier’s cheque). Prices quoted must not vary from bid prices except for authorized adjustments or bid validity extensions. All applicable taxes (VAT, PAYE, income tax, UIF, SDL) must be included.

Mandatory: Valid Tax Clearance Certificate (original, not certified copy) or SARS TCS PIN/CSD number. Full CSD Report must be attached. CIPC registration proof. Valid COIDA certificate (construction sector). Municipal accounts/lease agreements (or certified affidavits) for directors/company, not owing more than 90 days. Original certified IDs (not older than 6 months) for owners/directors. Completed MBD forms (1, 3.1, 4, 6.1, 8, 9). Non-collusion affidavit. B-BBEE compliance: points claimed for specific goals (e.g., black ownership, women/youth ownership, local enterprise) must be substantiated. No bids accepted from state employees, entities listed on National Treasury’s Restricted Suppliers Database, or Register for Tender Defaulters. Foreign suppliers must complete pre-award questionnaire (Part B:3). Consortia/joint ventures/sub-contractors must each submit separate tax compliance documentation.
