Evaluation uses the 80/20 Preferential Point System. Functionality threshold: 60 points to qualify for 80/20 evaluation. Price: 80 points. Specific Goals (B-BBEE): 20 points. Functionality criteria (100 points total): Evidence of public sector asset verification and fixed asset register updates in the last 5 years (max 30 points: 5+ appointment letters = 30, 3-4 = 20, 1-2 = 10); past experience on similar assignments (max 20 points: 4-5 reference letters = 20, 1-3 = 10); academic qualifications (max 30 points: Agricultural Economics/Accounting with SAICA/SAIPA registration + 5+ years livestock valuation experience = 30, 4-3 years = 20, <2 years = 10); specific academic qualifications (max 20 points: BSc Agricultural Economics or equivalent + AEASA registration = 10, BCom Accounting CA(SA) or equivalent + SAICA registration = 10). Mandatory: use municipal tender documents. Lowest or any quote may not be accepted.

Scope: Once-off evaluation of biological assets (dairy cattle) and update of asset register for 2025/2026 financial year. Assets: ~35 dairy cattle (Holstein Friesian and Jersey). Deliverables: Physical count of all biological assets; account for additions/disposals; prepare AFS disclosure note for biological assets; prepare/submit methodology report; ensure GRAP-compliant asset register (including new GRAP standards for biological assets); valuation report on dairy livestock as at 30 June 2025 per GRAP 110; accurate asset register as at 30 June 2025; maintain livestock records; weekly progress reports to CFO; project close-out report; skill transfer plan implementation report with targets/timeframes. Required expertise: Sound understanding of GRAP 101 standards; accredited biological assets valuer; ability to provide comprehensive valuation report with assumptions and proposed journal entries for AFS.

Prices must be firm, inclusive of VAT and all disbursements, in South African Rand. Validity: 30 days from date of offer. Pricing format: Complete MBD 3.1 (Pricing Schedule) and submit. Payment terms: Prompt payment, no later than 30 days after submission of valid invoice (per GCC clause 16.3).

Tax: Valid Tax Clearance Certificate (TCC) or SARS PIN/CSD number. For consortia/JVs, each party must submit separate proof. B-BBEE: 20 points for Specific Goals under 80/20 system; submit supporting proof. Company registration: CIPC certificate required. Professional registration: Valid CIDB registration (minimum 1CE or higher, Civil Engineering works). COIDA: Valid certificate in bidder’s name (construction sector). Municipal compliance: Directors/company must not owe municipal rates >90 days; submit proof (account or lease agreement). Declarations: Complete MBD 4 (Declaration of Interest) fully; false declarations disqualify. CSD: Full CSD report required. Additional: Directors’ IDs (<6 months old); proof of residence/business address as per document requirements.
