• Evaluation is staged:

– Stage 1 (Mandatory): complete pricing schedule (SBD 3.3). Minimum threshold 76 points out of 100.

– Stage 2 (Functionality): assess technical capability using weighted criteria (Candidate Sourcing 20 pts, Market Mapping 10 pts, Screening 15 pts, Experience 15 pts, Project Management 10 pts, etc.). Overall functionality score must meet the 76‑point threshold before price evaluation.

– Stage 3 (Price & Preference): price evaluated after functionality passes; preference points applied per PPPFA (80/20 or 90/10 split).

– Stage 4 (Post‑tender): negotiations and final award.

• Bids failing any mandatory requirement, threshold, or missing required returnable documents are disqualified.
• Minimum functionality score required before price consideration.
• Preference points awarded according to B‑BBEE level and other specific goals as detailed in the tender.

Scope: Provide executive search services for senior management and executive roles over a period not exceeding 60 months.

Deliverables include:

• Development of Success Profiles with stakeholder input.
• Market mapping and talent intelligence for aviation, infrastructure, logistics and public‑sector sectors.
• Candidate sourcing & headhunting using direct methods, networks and databases; ensure diversity and transformation alignment.
• Rigorous screening, assessment (competency interviews, psychometric testing, background checks) and shortlisting.
• Stakeholder engagement, interview coordination and candidate communication.
• Due‑diligence verification (qualifications, criminal, credit, references).
• On‑boarding advisory and post‑placement support.
• Strict confidentiality and compliance with security vetting requirements.

Standards: Adherence to ACSA’s confidentiality, security, and transformation policies; compliance with PPPFA and Preferential Procurement Regulations.

• Complete Pricing Schedule SBD 3.3 for each candidate.
• Fees expressed as a percentage of the candidate’s CTC (Executive search fee % + Senior Management fee %).
• Include separate line items for advertising, short‑listing, interview logistics, onboarding support, background checks and psychometric assessments.
• Submit subtotal (ex‑VAT), VAT @ 15 % and total amount (incl. VAT).
• Provide Tax Compliance Status (TCS) PIN or CSD number; each consortium/joint‑venture member must submit its own TCS/CSD.
• No bond or guarantee is mentioned; ensure all pricing remains firm for 120 business‑day validity period.

• Tax compliance: submit SARS TCS PIN or printed TCS certificate; if no PIN, provide CSD number.
• Central Supplier Database (CSD) registration required.
